    Summary

    The position serves as the Financial Program Specialist, located in the Office of Administration (OA) within Court Services and Offender Supervision Agency for the District of Columbia (CSOSA).

    CSOSA provides community supervision of adult offenders released by the DC Superior Court or the United States Parole Commission on probation, parole and supervised release in the District of Columbia.

    Duties
    The Financial Program Specialist position holds significant validity in the Office of Administration (OA).

    This role plays a crucial part in ensuring the efficient and effective management of the financial program for the OA Offices of Procurement, Facilities and Security.

    With its emphasis on financial planning, budgeting and analysis, this position requires a high level of expertise and knowledge in financial management principles and practices.

    The GS-14 level indicates an expert-level position, signifying the importance of the position and the inherent responsibilities.

    Administers the formulation and justification of the budget for OA. Serves as the technical authority on budget formulation for OA and has national impact. Oversees the formulation of budget estimates and justifications for conflicting program and budgetary requirements.

    Reviews, analyzes, revises, and recommends approval, disapproval, or modification of budget requests and justifications. Receives requests from budget analysts/officers at subordinate· components of the CSOSA. Analyzes, combines, and consolidates budget estimates into a budget document that reflects the balanced, multi-year funding needs of OA or the Agency

    Serves as certifying official authorizing the disbursement of government funds in accordance with policy, precedent, and legal regulations.

    Serves as an expert, analyzing and resolving complex issues related to the financial program aspects of a significant organizational segment of an agency, such as a regional office, Center, or major field installation.

    Prepares detailed analyses and estimates of annual funding needs for one or more future budget years.

    Responsible for fund maintenance of programs, appropriateness of expenditures, collection of funds, and ensuring the fiscal integrity of all financial records for the Office of Administration.


    Projects complex financial data and reports to determine overall financial status for key agency programs.

    Provides expert analysis and resolution of complex budget program issues for a significant organizational segment of an agency, such as providing analyses and estimates of annual funding needs for future budget years, and/or providing procedural and regulatory guidance concerning availability of or limitations on the use of funds.


    Serves as OA's Contracting Officer's Representative (COR). Provides subject matter expertise to ensure the requirements of assigned contracts are met. Monitors the contractor's effort and progress in meeting the requirements of the contract. Negotiates contractual aspects of a major program that involved coordination of multiple contracts.

    Plans and manages varied and complex projects in conjunction with multiple project teams with precedent-setting results. Develops long-range project management plans for efficient and effective project implementation and administration.

    Provides advice and assistance on a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex short and long-range project goals, methods for developing detailed plans for implementing project objectives, and the overseeing of project goal implementation.
