    Position to be assigned to KidZone or Club West sites, working with youth between the ages of 5 and 14. Typical work hours are Monday through Friday, 2:00 p.m.--6:15 p.m., 20-29 hours per week. Training, meetings and special events are scheduled on some evenings and Saturdays. This recruitment is to fill positions that are funded by the After School Education and Safety Grant Program (A.S.E.S. Grant) to provide after school care at various Washington Unified School District sites.

In addition, the applicant must submit a resume. Applications and resumes will be screened for qualifications. The most qualified applicants will be placed on an eligibility list. The top scoring candidates will be referred to the department for further consideration and the next step in the selection process.

    DEFINITION: The Program Leader plans and conducts department activities and events for the After School Education & Safety (ASES) Program at various sites, including but not limited to: parks, schools, recreational facilities and administrative offices.

    SUPERVISION RECEIVED AND EXERCISED: Receives immediate direction from the Recreation Supervisor I/II or designee. No direct supervision of staff is exercised.

    CLASS CHARACTERISTICS: This is a part time, extra help position in the Parks & Recreation Department. The Program Leader is distinguished from the Program Aide by the performance and level of more complex and difficult tasks requiring greater independence and judgment in completing assigned programs, specialized programs, projects or activities.

    EXAMPLES OF ESSENTIAL FUNCTIONS: (Illustrative Only): Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

    + Assists with the organization, coordination, implementation, and marketing of grant and department programs, events and activities.

    + Supervises and instructs less experience recreation personnel.

    + Maintains records and prepares reports as required.

    + Conducts and guides recreational activities such as arts and crafts, science, nature, drama, and sports.

    + Maintains order and assists in the promotion of and adherence to the department rules, regulations, and policies; assists in instruction of volunteer and subordinate personnel in in-service training and recreation workshops for leaders.

    + Performs a variety of reception, clerical and administrative tasks as necessitated by the assignment.

    + Implements program within City and grant requirements.

    + Plans, organizes, coordinates, implements, and participates in age appropriate, engaging, hands-on activities

    + Interacts and stimulates interest while conducting and supervising program activities including, but not limited to sports, STEM, art, SEL, tutoring, social activities

    + Coordinates enrichment activities

    + Monitors students whereabouts

    + Performs other related duties as assigned.

    + Plans and implements age appropriate activities.

    EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:

    Education: Minimum age of eighteen (18) years at the time of employment or High school diploma or equivalent.

    Experience: One (1) year experience working with youth and/or the public preferred.

    LICENSES AND CERTIFICATES: Depending upon assigned program, project, facility or activity, may be required to possess or obtain a Cardiopulmonary Resuscitation (CPR) certificate and Multi-Media and/or Standard First Aid certificates prior to placement at worksite. Successful completion of the NCLB test or proof of 48 college units.

    WORKING CONDITIONS: May be required to attend off-hour meetings. Incumbent may be exposed to weather conditions while performing some duties outdoors. Prior to placement at the worksite, the employee must positively pass a fingerprint check and drug screen.

    PHYSICAL DEMANDS: Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. On an intermittent basis, sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist and reach while performing office duties; lift light weights. Manual dexterity to use standard office equipment and supplies and to manipulate both single sheets of paper and large document holders (binders, manuals, etc.); vision to read handwritten and printed materials and a computer screen; hearing and speech to communicate in person and by telephone; may supervise children and be required to kneel, sit in low chairs, or sit on floor for prolonged periods; must be able to sustain posture in a seated position for prolonged periods of time.

    ENVIRONMENTAL ELEMENTS: Work in an office or field environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may be exposed to inclement weather conditions if working in a field environment. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing department guidelines, policies and procedures.

    An applicant who qualifies for veterans preference and successfully places on an eligibility list for initial entrance into employment with the city shall be advanced one rank on the final eligibility list. Where there are five (5) or less qualified applicants, no veterans preference shall apply and all applicants shall be placed on the certification list forwarded to the departments for hiring consideration. The exercise of veterans preference shall be exhausted upon appointment to a regular position from an eligibility list.

    Extra Help positions with the City of West Sacramento are designated Tier I or Tier II extra help employees. Those hired as Tier I extra help employees must work less than 1,000 hours in a fiscal year and are not eligible for any City provided benefits, other than those required by law.

    Those hired as Tier II extra help employees are scheduled to work beyond 1,000 hours in a fiscal year, but not more than 1,500 hours. Tier II extra help employees receive pro-rated vacation, sick leave, and holiday benefits and are enrolled in the city's CalPERS retirement plan.

    The City does not participate in full Social Security, but does participate in Medicare. Extra help positions are considered "at will" positions.
