    Description
    You will serve as a Management and Program Analyst in the Prototyping, Instrumentation and Experimentation Department of NAVAIRWARCENAC DIV.


    This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

    Duties
    You will evaluate complex contract cost proposals.
    You will prepare annual reports, requested data calls, and contract modifications.
    You will provide timely, consistent and comprehensive oversight of assigned contracts, delivery orders and task orders.

    You will monitor organizational internal controls to ensure effective and efficient use of resources and safeguards against waste, fraud, and abuse.

    You will create and maintain published process documentation and assist with establishing new processes as needed.

    Requirements
    Must be a US Citizen.
    Must be determined suitable for federal employment.
    Must participate in the direct deposit pay program.
    New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.

    This is a bargaining unit position.
    This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

    This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

    You must be able to travel on military and commercial aircraft for extended periods of time.

    You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

    Qualifications

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

    Specialized experience must demonstrate the following:

    1) Serving as a Technical Point of Contact for externally issued contracts; 2) Providing customer engagement to drive to appropriate procurement path for items or services; 3) Demonstrating proficiency in Microsoft Office, Teams and performing SharePoint Admin function for a tailored capability for procurement tracking; 4) Performing in Procurement Integrated Enterprise Environment specifically for Wide Area Workflow invoice acceptance; and 5) Providing inputs to the Surveillance Activity Checklist.
