    Description
    Overview
    Bowhead seeks a Senior Program Analyst in support of NAVAIR. This position is hybrid located at NAS Patuxent River, MD. The Senior Program Analyst will apply analytic techniques in the evaluation of program/project objectives.
    Responsibilities

    Maintain knowledge and awareness of all statutory and regulatory acquisition documentationrequirements and advise the Government Acquisition Lead regarding changes or delays in approvalcycles or documents that are no longer current.

    Reviewand provide recommendations regarding program documentation.

    Performthe research, development, review, analysis, revision, routing and tracking of acquisition documentation for Government review and approval to include all DoD documentation, Justification and Approvals (J&A), Program Decision Memorandums (PDM), Acquisition Category (ACAT) Determination Letters and Tailoring Agreements.

    Provideindependentassessmentsandrecommendationsforimprovingprogramacquisitionefficienciesandprocesses.

    Monitorcontracts& track mission objectives to include selection, definition, and documentation generation and coordination of Procurement Initiation Documents (PIDs) in the Procurement Management Tool (PMT), Statements of Work, Contract Data Requirements Lists (CDRLs) and Class I Engineering Change Proposals (ECP) contract actions.

    Maintain status of PID package as it goes through the procurement process and provide weekly updates for programs.
    Assist in the coordination of technical evaluations of proposals, tracking and coordinating Basis of Estimate evaluations.

    Supportprogramprocurementsby providing acquisition support services through the collection of technical progress reports, cost, schedule, alternative and work around procedures provided by the prime contractors.

    Analyzes requirements, status, budget and schedules.
    Performs management, technical, or business case analyses.
    Collects, completes, organizes and interprets data relating to aircraft/ weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.
    Qualifications
    MA/MS* with 10 years of program management and expertise related to DOD acquisitions.
    *Allowable substitution: High school and an additional 10 years of relevant experience can be substituted for a Masters degree.

    Must have experience working on high-visibility or mission critical aspects of a given program and performs all functional duties independently.

    Must have the ability to prioritize and perform tasks in a complex environment.
    Must have developed acquisition strategies and determine mitigation strategies to programmatic issues in response to ever changing/emerging requirements.
    Knowledge of NAVAIR Acquisition Management System (AMS) a plus.
    Intermediate level skills in Microsoft Office 365.
    Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

    Physical Demands:
    Must be able to lift up to 25 pounds
    Must be able to stand and walk for prolonged amounts of time
    Must be able to twist, bend and squat periodically


    SECURITY CLEARANCE REQUIREMENTS:
    Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
