    Under the direction of the Director of JHS and/or Deputy Director of JHS, the Director, Operations & Equity, provides the following JHS-wide senior-level management functions: responsibility and oversight for administration/operations, budget, finance, human resources, JHS's health and racial equity initiative, contract administration, material and supplies, facilities, medical records, and functional areas of JHS.

    The Director, Operations & Equity (0923 Manager II) for Jail Health Services performs the following essential functions:

    • Oversees and manages the operational activities of JHS and supports the coordination of work among different units within JHS.
    • Meets with stakeholders to identify and address issues or conflicts, and provides input on decisions related to work standards, policies, operations, and administrative procedures.
    • Monitors and evaluates the effectiveness and efficiency of the JHS operations and administration team service delivery systems; identifies and recommends alternative approaches or improvements, and implements revisions, adjustments, and changes.
    • Facilitates budget development, coordinates JHS budget, and monitors expenditures in accordance with the approved budget.
    • Maintains statistical, fiscal, and operational reports and studies; provides JHS leadership with early warning, guidance, and practical options to potential cost overruns.
    • Closely monitors and oversees JHS hiring, coordinates with human resources, and provides support to Directors and/or Managers during the hiring process as necessary and identifies and facilitates opportunities to improve hiring workflows within JHS.
    • With executive leadership sponsorship, works internally to cultivate a culture of diversity, equity, and inclusion (DEI); performs data collection, reporting, policy review, and development to support the hiring of diverse applicants within JHS.
    • Serves as a liaison for JHS with a variety of other City/County or DPH staff, policy-making officials, and/or officials of outside agencies, contractors who have business with JHS such as HR 360, Heluna Health, State and Federal agencies, and others; explains and justifies JHS administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems.
    • Plans, develops, implements, and/or directs major or complex projects or programs which span several of the division's branches or sections; directs the research of complex, highly technical issues, and analyzes alternative solutions or approaches to recommend the most effective course of action.

    The Director, Operations & Equity (0923 Manager II) may perform other duties as assigned/required.

    Qualifications

    Required Minimum Qualifications

    1. Education : Possession of a bachelor's degree from an accredited college or university; AND
    2. Experience : Three (3) years' experience providing administrative oversight in a jail/correctional administrative and operations unit.
