    Key Objectives of Capital Programs and Construction (CP&C):
    To provide services that support the implementation of SFMTA's Strategic Plan goals.
    To maintain a high-quality decision-making process that delivers agreed-to project work scopes.

    To improve the City's transportation network by completing construction projects that improve system safety/security, upgrades facility maintenance, improves communication reliability, enhances passenger comfort, and expands service.

    To maximize the use of SFMTA grant funds by evaluating project trends that supports innovative and cost-effective project solutions.
    The Division is structured to provide professional services for the implementation of SFMTA's Capital Improvement Program (CIP).

    Division responsibilities include design, engineering, project and contract management, contract administration, cost and schedule control, quality assurance, and procurement administration.


    APPOINTMENT TYPE:
    Permanent-Exempt, Full Time not to exceed three (3) years.

    This position is excluded by the Charter from competitive Civil Service examination process and shall serve at the discretion of the appointing officer.

    POSITION DESCRIPTION :


    SFMTA Capital Programs and Construction Division is seeking a qualified, motivated, and progressive leader to serve as a Division Deputy Director of Construction Management.

    With the guidance and direction of the Division Director, the Deputy Director functions at the senior level of Division leadership and is responsible for leading the Construction Management Section.


    Responsibilities of the Position:
    Develops, directs, and manages construction management best practices and policies.
    Directs and coordinates construction management teams.

    Coordinates with the Deputy of Engineering and Deputy of Program Delivery to meet the support needs in delivering construction projects.

    Coordinates and directs constructability and feasibility studies.

    Manages, reviews, and monitors construction budgets to ensure that there are sufficient resources to complete construction projects and meet the approved project scope, schedule, and budget.

    Directs and manages the use of allowances, change order negotiation strategies, construction claims, and progress payments in compliance with specifications.

    Establishes and evaluates goals and objectives, assigns priorities, monitors progress, and uses effective work plans and methods to achieve goals and objectives.

    Evaluates the performance of the construction management teams and initiates changes in structure, policies, and procedures when needed to increase efficiency, quality, and effectiveness in meeting the agency's needs.

    Leads and represents CP&C in all city-wide coordination and collaboration efforts related to construction management.
    Supervises subordinate personnel, completes performance appraisals, and participates in the disciplinary process when necessary.

    Plans and evaluates staff performance, ensures effective use of personnel and resources, and develops action plans to improve employee productivity and morale in the Construction Management section.

    Develops and oversees construction management and inspection training programs for track and transit projects.
    Reviews and approves Construction Management Weekly Report and CP&C Monthly Report.
    Supports the CP&C Director in presenting construction projects to stakeholders, the Board of Supervisors, and the Mayor's Office.
    Develops, organizes, and manages construction safety management programs. Enforces safety requirements and practices on agency construction projects. Represents the agency in city-wide coordination efforts to develop standard city-wide safety specifications and contractor screening requirements.

    Nature of Work :
    Driving and/or extensive night or weekend work may be required. This position has a rotating schedule that requires working weekends and nights on an as-needed basis.

    Additionally, working in confined spaces, stooping, squatting, crawling, climbing, traveling, and exposure to noise, fumes, and inclement weather is required on an as-needed basis.

    This position is expected to report to the office and attend meetings in person due to the nature of the work and the need for close collaboration and coordination with coworkers, clients, and other stakeholders.

    It is important for the applicants to be aware of and understand this requirement in order to properly fulfill their duties in the role.


    DESIRABLE QUALIFICATIONS :


    The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalists at the end of the selection process.

    Experience in construction management of track, overhead contact system, traction power substations, and facility rehabilitation projects.
    California registration as a professional engineer or architect.
    Experience managing a team of more than five technical employees.
    Experience managing transit/transportation capital construction projects of at least $100M per year.
    Experience managing transit infrastructure projects in an urban environment.
    Experience in alternate project delivery methods.
    Experience responding to the public and Boards/Commissions.
    Knowledge of applicable federal, state, and local rules and regulations.

    Ability to establish and maintain effective working relationships with colleagues, staff, officials, Board members, other City departments and SFMTA divisions, civic organizations, government agencies, and the public.

    Ability to make judicious decisions.
    Ability to present complex facts clearly and concisely.
    Ability to deliver construction projects on schedule and within budget.
    Excellent written and verbal communication skills.
    Ability to prepare cost analysis and cost estimates for transit capital projects.

    Ability to perform constructability reviews and to provide critical information to the project team to minimize and mitigate potential issues in construction.

    Ability to strategize and negotiate difficult change orders with contractors and key stakeholders.
    Ability to develop training programs for Construction Management staff.

    Ability to use best judgement to quickly make critical decisions in the field to avoid project delay and unnecessary project cost escalation.

    Experience working on Diversity, Equity & Inclusion (DEI) initiatives.
    Experience collaborating with diverse stakeholders, community groups, underserved or marginalized communities.
    How to qualify


    Minimum Qualifications:
    Nine (9) years verifiable professional engineering (e.g.

    civil, mechanical, electrical, sanitary/chemical/environmental or transportation/traffic) work experience, of which six (6) years of that experience must be as a licensed professional engineer.

    Two (2) of the nine (9) years must be equivalent to the City and County of San Francisco class 5211 Senior Engineer;


    AND
    Possession of a current Certificate of Registration as a Professional Engineer in the State of California.

    Substitutions for Engineering Specialties:
    A Master's Degree in Engineering may substitute for one year of work experience.
    A PhD in Engineering may substitute for two years of work experience.

    Notes:


    Some engineering positions may require possession of a certificate issued by the International Conference of Building Officials (ICBO), International Code Council (ICC) or an equivalent certifying body.

    Some positions may require additional special engineering licensing and/or work experience in areas such as Construction Management, Structural Design, Corrosion, Fire Protection, Geotechnical Engineering, Environmental, or Instrumentation and Control Systems.

    Additional disciplines may be determined at a later time.
    Most positions require a valid California Driver's License.
    Applicants must meet the minimum qualifications at the time of filing date unless otherwise noted.
    One-year full-time experience is equivalent to 2000 hours hours of qualifying work experience is based on a 40-hour work week.).

    Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
