    Responsibilities:

    The Manager Finance & Research Administration position reports to the Director of the Office of Sponsored Programs. This position is responsible for the efficient and compliant management of awarded grants and contracts as well as internal funds. This position involves ensuring that all pre- and post-award activities are conducted in accordance with grant agreements, regulations, and organizational policies. The manager will work closely with principal investigators, project teams, finance departments, and external funding agencies to oversee the financial and administrative aspects of grants.

    Pre-Award Key Responsibilities
    Funding Opportunity Identification - Monitor various funding sources, including government agencies, foundations, and private entities, to identify grant opportunities relevant to the organization's mission and programs. Collaborate with program staff and researchers to assess project funding needs and opportunities.

    Proposal Development - Work closely with principal investigators, project teams, and other stakeholders to develop high-quality grant proposals. Review, edit, and provide feedback on grant narratives, budgets, and other proposal components. Ensure that proposals align with funding agency guidelines and objectives.

    Budget Development - Assist in the development of grant budgets, including salary projections, equipment costs, and other budgetary items. Ensure that budgets are accurate, realistic, and compliant with grant guidelines.

    Submission Process - Coordinate the submission of grant applications, including all required documentation, to funding agencies.Ensure that submissions meet deadlines and requirements.

    Compliance and Regulations - Stay informed about grant regulations, guidelines, and compliance requirements. Ensure that proposals and applications adhere to these regulations.

    Record Keeping - Maintain accurate records of all grant proposals, application materials, correspondence, and submission histories.

    Post-Award Key Responsibilities
    Financial Management - Manage grant budgets and expenditures, ensuring that funds are allocated and spent in accordance with budgetary guidelines. Monitor spending and provide regular financial reports to project teams and management. Reconcile grant accounts monthly and resolve any financial discrepancies.

    Subrecipient Oversight - If applicable, manage and monitor subrecipient agreements, including subaward issuance, financial reporting, and compliance monitoring. Ensure subrecipients adhere to the terms and conditions of the grant.

    Grant Modification and Extensions - Coordinate grant modifications and no-cost extensions as needed, in consultation with principal investigators and funding agencies. Prepare necessary documentation for these changes.

    Compliance and Reporting - Monitor and ensure compliance with grant terms, conditions, and reporting requirements. Prepare and submit required financial and programmatic reports to funding agencies.

    Closeout Procedures - Oversee the grant closeout process, ensuring all final reports and financial documentation are submitted in a timely manner. Complete financial and programmatic closeout tasks as required.

    Communication and Collaboration - Maintain effective communication with principal investigators, project teams, and funding agencies.

    Audit Support

    Provide support during audits and compliance reviews by gathering documentation and answering inquiries related to grants

    Other Functions

    Assisting Director of Research Administration work on mid to long term goals for grant management. It often revolves around enhancing the efficiency, effectiveness, and impact of NYBCs grant-related activities.

    Procedure & Policies - Assist in the development and maintenance of grant compliance policies and procedures. Reviewing internal website to ensure policies and procedures are up-to-date.

    Continuous Improvement - Identify opportunities for process improvement and efficiency in pre- and post-award grant management.

    Other assigned tasks that needs to be handled.

    Qualifications:

    Education:

    Bachelors Degree in related fields

    Experience:

    Five years of experience in a finance related background with three years of research finance management

    Certified Public Account (CPA) or Research Administration (CRA) certification preferred.

    Knowledge:

    Knowledge of a variety of accounting concepts, practices and procedures.

    Strong proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams) required.
    Demonstrated knowledge of research administration / grants management and accounting business processes preferred.
    Knowledge of OMB guidelines and NIH Grants policy on Allowability of Costs/Activities preferred.

    Knowledge of Federal Government Payment Management System (PMS) and other sponsored project payment portals.

    Knowledge with NYS Grants Gateway, Oracle ERP, NIH ASSIST, and eRA Commons, eBARP

    Skills & Abilities:

    Strong attention to detail in all work processes.

    Ability to create analysis on a variety of financial information and identify, trends, patterns, and deficiencies and follow-up where needed.

    Must be comfortable working with raw databases and creating financial tables for assigned portfolios.

    Ability to work independently with minimal supervision.

    High level of interpersonal skills to handle a variety of complex issues and situations. Position requires demonstrated poise, tact and diplomacy in dealing with a variety of staff up to and including executive leadership.

    Ability to communicate clearly and with authority, both in writing and verbally, to others in one-on-one or small group settings.

    Ability to interact with individuals at all levels of the organization and customers in a helpful, courteous and friendly manner while demonstrating sensitivity to and respect for diverse populations.

    For applicants who will perform this position in New York City or Westchester County, the proposed annual salary is $110,000.00p/yr to $120,000.00p/yr. For applicants who will perform this position outside of New York City or Westchester County, salary will reflect local market rates and be commensurate with the applicants skills, job-related knowledge, and experience.
