  • Salary range: $92, $92, The Communications & Marketing (C&M) Division is responsible for promoting the Agency's work through multimedia channels to reach and engage New York City's diverse communities.
  • C&M is seeking an experienced Operations Director to handle the Division's administrative, procurement, and language access needs. This new role will report to the Associate Commissioner for Communications & Marketing and supervise the Language Access Coordinator.
  • Duties of the Operations Director will include, but are not limited to:
  • Manage all administrative functions for C&M, including budget, procurement, and other support operations.
  • Proactively work with DCWP Finance, Human Capital, General Counsel, and other divisions to resolve C&M operational needs.
  • Manage C&M budget, including researching vendors, requesting quotes, processing invoices and monitoring spending.
  • Oversee C&M procurements, in particular communication contracts. Includes identifying Division needs, researching and communicating with vendors, drafting Request for Proposal (RFP) for vendor solicitations and managing vendor contracts, and meeting deadlines in collaboration with DCWP Finance and General Counsel divisions.
  • Provide timely updates to the Associate Commissioner and other stakeholders, identifying unanticipated challenges and strategies for addressing those challenges.
  • Manage C&M physical office space, including submitting Facilities and supplies requests; managing workspace allocation; developing and implementing filing and record retention protocols; and similar projects.
  • Coordinate C&M hiring, onboarding, promotion, and other personnel matters in collaboration with C&M managers and Human Capital.
  • Supervise the Language Access Coordinator and oversee all Agency translation needs.
  • Implement and manage special projects as needed.
Minimum Qualifications1.

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills- Effective project manager with the proven ability to successfully guide and manage multiple high-priority projects simultaneously and to organize and drive projects to timely completion.

- Experience with financial management, procurement, and contract management in a government agency. - Experience drafting scope of work, budget, and vendor questionnaire for Request for Proposal (RFP).

- Knowledge of NYC PASSPort, Financial Management System (FMS), Financial Management System (FMS) and Personnel Action Management System (PAMS) a plus.

- Knowledge of NYC procurement rules and contracting methods a plus. - Experience with communication contracts, for example advertising placement and creative development, a plus. - Experience analyzing or managing budgets. - Experience developing, documenting, implementing, and monitoring policies and procedures. - Strong attention to detail.

- Comfortable working in a fast-paced work environment and ability to work with a sense of urgency while still ensuring a high-quality work product.
