  • Salary range: $92, $120, Under managerial and executive direction, with wide latitude for independent initiative and judgment, the Procurement Data and Analytics Specialist in NYCHA's Supply Management and Procurement (SMP) department will perform difficult professional work in the preparation and conduct of administrative, procedural, and operational analysis concerning NYCHA's procurement operations and may supervise staff performing such work.
  • Duties may include, but are not limited to the following:
  • Perform a critical role in facilitating the implementation and utilization of data-driven strategies, particularly focused on compliance with the newly established micro-purchase procedures.
  • Supervise or conduct complex studies and surveys of management, methods, equipment, and other related areas concerning the operation of NYCHA's procurement function, using


quantitative analysis, cost analysis and other research techniques.- Collect and analyze data, and prepare charts, graphs, and other related material.


  • Produce weekly, monthly, quarterly and yearly reports of procurement and related activity.
  • Conduct spend analysis, market and vendor research, and supplier relationship management activities as needed to support Procurement and Strategic Sourcing.
  • Oversee collection, maintenance, and analysis of data for the department's key performance indicators.
  • Conduct research and analysis of the Authority's contracts to determine the availability of funds and term extensions.
  • Oversee the installation of new systems and procedures, including the conduct of related training of appropriate staff, coordinating for internal consistency.
  • Prepare monthly inventory reports, material spending reports, and backorder analysis to help reduce outstanding orders.
  • Conduct cost and quantities estimates based on material or services.
  • Analyze data and report on special requests or assignments received from the executive team and provide assistance and information upon request.
  • Serve as project manager on key departmental initiatives.
  • Design and implement system procedures, manuals, and forms.

  • Minimum Qualifications1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
