    POSITION SUMMARY:

    The Supportive Housing Program Manager is responsible for managing the Supportive Housing program, which provides linkages and referral services for CHDC residents to access medical, educational, social, prevocational, vocational, rehabilitative, or other needed community services. The Housing Supportive Program Manager will promote Catholic Charities of Santa Clara County's mission and values and build effective relationships inside and outside the organization that inspire others to action. The Housing Supportive Program Manager will demonstrate a sophisticated understanding of cultural humility and conflict resolution, self-initiative, and a genuine interest in professional and personal growth. This individual also demonstrates interest and proven skill in implementing best practices.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:
    • Lead and manage a team of Resident Supportive Coordinators to ensure the provision of linkages and services needed or requested by tenants and property managers to safeguard long-term independent housing stability.
    • Recruit, train, and supervise supportive housing services coordinators in accordance with CCSCC human resource policies and procedures; create and sustain a positive team culture.
    • When appropriate and as needed, assist the Housing Services Coordinators in coverage, developing contacts and collaborations with specific community agencies' personnel who provide case management or treatment services for the residents of CHDC's properties.
    • Work with and guide team members to advocate on behalf of CHDC's tenants with management and the appropriate community agencies when their tenancy is in jeopardy; in the program, including quick and constructive resolution of staff conflicts.
    • Lead the team in collaborating with property managers to understand and follow policy and procedures regarding welfare checks for tenants and conduct themselves appropriately when first responders, i.e., police, paramedics, and crisis intervention teams, are called upon to assist tenants in distress.
    • Collaborate with the housing services team members and property managers to ensure client and building safety, including staging fire drills and disaster or emergency exercises at least annually.
    • Collaborate with team members and property managers regarding specific tenants' unit conditions, inspections, and other building needs to ensure a living environment conducive to health and well-being for all occupants.
    • Co-facilitate quarterly management and staff meetings of CCSCC staff with CHDC property management for the respective sites.
    • Develop and maintain contacts in educational settings and service provider agencies for the provision of adult education, health, and skills development classes and workshops in accordance with the CHDC contract.
    • Ensure all service data is entered in AWARDS.
    • Ensure proper updating and tracking of the Santa Clara County HMIS (Homeless Management Information System) data for the previously homeless resident population for specific properties according to contract requirements.
    • Develop and maintain the operating program budget in collaboration with the Senior Director of the Clinical and Wellness Division.
    • Attend all necessary agency meetings and collaborative arrangements with CHDC and participate in community groups as needed.
    • Other duties as assigned.
    SUMMARY OF OTHER JOB DUTIES:
    • Attend required training sessions conducted by Catholic Charities and Charities Housing.
    • Participate in Behavioral Health Services Division meetings, work groups, and joint meetings with property managers.
    • Other responsibilities as assigned by the Resident Services Manager or the Director of Behavioral Health Services to support specific departmental or business needs.
    QUALIFICATIONS:

    EDUCATION AND EXPERIENCE
    • Bachelor's degree in social work, human services, counseling, or other behavioral science or a combination of equivalent background, experience, and education.
    • Minimum of two years of experience in the delivery of human services.
    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
    • Bilingual Spanish, Vietnamese, or Mandarin language skills highly preferred.
    • Good verbal and written English skills.
    • Excellent cross-cultural, inter-generational and interpersonal skills.
    • Knowledge of mental health and alcohol, substance abuse and recovery treatment services.
    • High energy, patience, and understanding in working with complex, challenging clients.
    • Demonstrated ability to work independently and as part of a team.
    • Computer skills using Windows and the Internet, including MS Word, Publisher, Excel, etc.
    • Culturally competent communication and listening skills.
    • Understanding of complex client, community, and agency issues and ability to exercise sound judgment and take appropriate action.
    PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
    • Must be able to report to service site on a regular and reliable basis.
    • Able to deal with stressful situations, uncertainties, change with a positive lens.
    • Able to travel between sites and to offsite events throughout the county, as appropriate.
    • Works inside & outside including motor vehicle travel between sites.
    OTHER QUALIFICATIONS:
    • Criminal background check via livescan fingerprint.
    • Must have TB test performed and submit results.
    • Provide proof of COVID-19 Vaccination and booster status.
    • Automobile, valid driver's license and auto insurance per agency policy; or have access to reliable transportation.
    HOURS AND OTHER CONDITIONS:
    • Standard office hours are Monday through Friday, approximately from 8:00 a.m. to 5:00 p.m.
    • This is a full-time, exempt position. Must be able to work a flexible schedule to coordinate and provide services and activities for families during non-traditional hours which includes days, some evenings until 7:00 p.m., some weekends, and some holiday hours, and school holidays, as appropriate.
    MANDATED REPORTER STATUS

    This position requires work with children, elders, and dependent adults and designates the incumbents as mandated reporter of child and elder or dependent adult abuse or neglect, which is found in California Penal Code Section Suspected cases of abuse and neglect must be reported to the appropriate.
