    Duties


    • You will manage various high risk safety programs such as, such as confined space, fall protection, hazardous energy control, weight handling equipment, and trenching and excavation programs.
    • You will assist the Command Safety Officer in coordinating and administering the command safety management system as it relates to the high risk safety program.
    • You will promote safety through the development, coordination, implementation, and evaluation of a comprehensive safety high risk safety promotion program.
    • You will analyze and presents mishap data to identify trends, target mishap prevention efforts, and establish required correction actions to reduce mishaps related to high risk safety programs.
    • You will investigate claims of unsafe and/or unhealthful working conditions as it relates to high risk activities and make recommendations for corrective actions.

    • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of field visits.
    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
    Qualifications


    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

    Specialized experience must demonstrate the following: 1) Planning, developing and administering a safety and health program for a military public works department with a comprehensive knowledge of Federal, DoD, DoN and NAVFAC safety and occupational health regulations, standards, principles, practices and procedures applicable to diverse hazardous operations common to shore-based industrial activities, construction practices and military operations; 2) Possessing comprehensive knowledge in high risk safety programs such as confined space, fall protection, scaffolding, shoring, trenching and excavation, high voltage, construction safety, hazardous material, radiation, and respiratory protection; 3) Identifying, evaluating, controlling hazardous conditions, identifying conditions immediately dangerous to life and health and determine factors contributing to mishaps with the comprehensive knowledge of chemicals, compressed gases, flammable and combustible liquids, and electricity; 4) Ability to identify failures in human or equipment performance and recommend control measures with the knowledge of a wide variety of trade and labor occupations, shop machinery, maintenance work process, facilities maintenance techniques, industrial work processes, material handling procedures, and environmental condition; 5) Reviewing building designs and evaluate work for compliance with applicable construction safety and occupational health regulations, standards, principles, practices and procedures; and 6) Identifying training needs to develop and conduct effective workspace safety training in order to motive personnel to apply safe working practices and promote changes or modifications where required to achieve a safe working environment.

    The work is primarily performed in an office setting, however, activities of the safety and occupational health specialist may involve regular and recurrent exposure to operating industrial machinery and equipment, irritant chemicals, fumes, physical stressors, high noise levels, adverse weather conditions, extreme temperatures and material handling activities during periodic inspections and development and evaluation of hazard controls.

    Protective equipment and clothing is frequently needed, including hard hats, steel-toed shoes, ear muffs/plugs, goggles, respirators, coveralls, and gloves. Must occasionally work inside containment units.
