    SUMMARY OF RESPONSIBILITIES
    The Human Resources (HR) Generalist is responsible for applying business knowledge and HR expertise to every workplace situation. The HR Generalist will assist in providing a wide range of HR support to the Human Resources Department and play a key role in the success of the department by offering guidance on employee matters including, but not limited to, employee relations, performance management, training and staff development and recruitment and onboarding. The HR Generalist will utilize HR core competencies and demonstrate their HR expertise in the work being performed. In performing the job responsibilities, the incumbent is required to exercise discretion and independent judgment in their decision-making. The HR Generalist embodies the agency mission and culture
    statement in their work, serving as a positive example in interactions with organization members. The HR Generalist receives guidance and direction in the work from agency HR leadership including the VP of HR, the Director of HR, the Director of Recruitment, and the Director of Staff Development.
    Employee Relations

    • Provides performance management consultation to managers and supervisors; provides guidance and feedback with the implementation of LAFH progressive discipline

    • Keeps the Director of HR informed on about employee relations matters and escalates employee complaints and/or concerns that they are unable to resolve at their level

    • Records employee relations matters on Employee Relations log

    • Conducts workplace investigations as assigned

    • Provides input on the creation of HR policies and procedures

    • Communicates policies, procedures, programs, and labor laws to agency employees and management as needed

    • Assists with preparation and/or administration of employee separation and terminations to include completing documents necessary to process and/or administer the employment action

    • Ensures that pay increases and other forms of compensation changes are in line with agency policy and procedures, including the LAFH pay scales and salary structure; ensures that information is accurately processed in the agency HRIS

    • Assists with annual renumeration surveys

    • Completes and submits salary information to the U.S. Bureau of Labor Statistics upon request

    • Assists with the management of the LAFH's Worker's Compensation (WC) Program, to include administration of worker's compensation claims, submission of reports and forms to OSHA/CalOSHA and participation in all WC audits

    • Works to improve the LAFH Experience Modification by closely monitoring worker's compensation claims, investigating accidents to identify corrective action measures, identify trends and work with management on injury prevention initiatives

    • Works with HR Associate-Benefits Administrator to track and collect employee portion of benefits costs on a regular basis for employees on LOA

    • Manages LAFH's Retirement Plan with the assistance of the HR Associate-Benefits Administrator

    • Stays current with regards to Leave Laws and leave requirements and regulations.

    Training and Development

    • Coordinates the implementation and evaluation of effective employee onboarding, including streamlining onboarding process for new employees to training on a new online platform

    • Tracks training programs and activities. Assess instructional effectiveness and summarize evaluation reports determining the impact of training on employee skills and how it affects Key Performance Indicators (KPI)

    • Manages the training calendar, market available training opportunities to employees and provide/answer questions pertinent to relative trainings

    • Designs and prepares educational aids and materials

    • Carry out and supports the implementation of the agency learning management system (UKG Learning) to house agency's best practice trainings to track staff progress and collect data on learning retention

    • Assists with the management of the multimedia designer team and provide supervision on ongoing projects.

    Recruitment & Onboarding

    • Manages the internal Applicant Tracking System (ATS), maintaining all pertinent applicant information and interview data

    • Writes job descriptions and conducts exemption classifications

    • Assists with the continuous improvement process for the agency recruiting strategy

    • Sources talent to maintain a continuous applicant pool for open positions

    • Prepares recruitment materials and post job ads to appropriate job boards

    • Represents the agency at both digital and in-person career fairs to develop working relationships with industry contacts and colleges to aid in recruiting efforts

    • Screens candidates resumes/job applications, conducts pre-screening phone interviews (when necessary) and provides qualified resumes to hiring managers

    • Conducts interviews (when necessary) using reliable recruiting and selections tools

    • Assess applicants' relevant knowledge, skills, experience, and aptitudes

    • Assists with the development and tracking of recruitment metrics to gauge the effectiveness of the recruitment and hiring process; generate and analyze reports as requested

    • Complies with all administrative duties and record keeping, including the auditing of personnel files to ensure all necessary documents are present and in compliance

    • Assists with full-cycle recruitment and onboarding tasks

    Additional Items

    • Participates and supports the HR team with Employee Events Committees and All Staff Meetings as necessary

    • Additional tasks, projects, job duties, and responsibilities assigned by HR Leadership

    Additional Skills & Qualifications:

    EDUCATION:

    • Bachelor's in Human Resources, Business, or related field

    • At least (3) three years of experience working in Human Resources

    • Human Resources Certification (HRCI and/or SHRM) and experience may be substituted for education

    KNOWLEDGE AND SKILLS:

    • Ability to maintain a high level of confidentiality and work ethics

    • Ability to analyze and provide feedback

    • Detail-oriented

    • Excellent communication skills

    • Ability to multitask effectively

    • Excellent organization skills

    • Experience in implementation and management of HRIS

    • Ability to work in an environment where interactions with homeless individuals may occur.

    • Ability to work in a non-standard workspace

    • PHR highly desired

    OTHER

    • Obtain and maintain CPR/First Aid Certification

    • Ability to pass post offer Tuberculosis (TB) clearances

    • Must have and maintain a valid California Driver's License and auto insurance in good standing

    • Use of a personal vehicle to travel between worksites and other locations is required

    • Ability to work a 9/80 work schedule (with some flexibility)
