    Chief Financial Officer

    Position Summary:


    The CFO (Chief Financial Officer) reports to the Superintendent, serves as the District's Encumbrance Clerk, and is responsible for maintaining and improving the financial systems for all district activities.

    The CFO is responsible for facilitating the strategic goals of the District by collaborating with District leadership staff on financial strategies and business models that impact the District's budget development and implementation; accounting, financial reporting and internal controls, and effective and efficient use of financial resources.

    Other responsibilities include ensuring compliance with board policy, federal and state law, and GAAP and providing financial transparency to our district members and staff.


    Essential Duties:
    Develops, maintains, and executes fiscal policies, accounting, and internal financial controls of the district.
    Ensures compliance with new statutory or GASB guidance as needed.
    Recommends and participates in the development of district policies and procedures, may serve on district planning and policy-making committees.
    Interprets Board policy and developing management objectives related to procurement as facilitated by the Director of Purchasing.
    Develops and monitors the budgeting processes including training, preparation of materials and presentations. Also ensures timely budget resources are provided to departments and programs as facilitated by the Director of Budget.
    Facilitates and monitors federal program reporting and claims for reimbursements as facilitated by the Director of Budget

    Facilitates and monitors the grant writing department, using efficient workflow processes and procedures to maximize grant opportunities to leverage district funds.

    Develops and maintains financial records concerning revenues and expenditures and fund balance projections for operating, capital, grant, bond and other funds.

    Develops multi-year expenditure and revenue forecasts.
    Oversees disbursement of funds as facilitated by the Director of Accounts Payable.
    Oversees all banking activities and monitors cash flow including investments as facilitated by the Treasurer/Director of Revenue.

    Develops financial, bond, capital and other analytical reports for external and internal users as facilitated by the Director of Financial Accounting and Reporting.

    Oversees the preparation of the payrolls, including appropriate withholdings and transmittals for taxes, benefits, and other deductions, and the accuracy of all employee compensation activities and Teachers' Retirement System (TRS) compliance and reporting as facilitated by the Director of Payroll.

    Oversees compliance and accuracy of Student Activity Fund reporting as facilitated by the Director of School Accounting.

    Functions as a resource member for the Student Experience and Equity Committee – Financial Dimension providing data analysis and mission critical guidance to a variety of committee members to ensure transparency and clear understanding of school accounting and the equitable financial support of all students.

    Serves as a member of the district negotiating team in regards to union contract renewals as well as both language and compensation items relating to contract items.

    Functions collaboratively with the COO (Chief Operations Officer), and district leadership regarding the district's bond activities including financial reporting and usage compliance and equity for current bond funds (including arbitrage monitoring), cash flow planning and bond sales and the development of new bond proposals for taxpayer consideration.

    Interfaces with other District departments including Human Resources, Operations, Academics, Legal, Communications and Student Services to ensure timely and accurate support both for financial and functional operations.

    Oversees the functionality and maintenance of the District's financial system SAP ensuring appropriate access and internal controls are maintained and oversees and ensures any programing changes are in alignment with the District's policies and regulations and department roles and responsibilities.

    Provides experienced SAP and Oklahoma public school technology resources for the District's financial information system, SAP.

    Prepares regular financial updates to the Board of Education and ensures all other reporting requirements and updates are presented clearly and timely.

    Participates as the District Liaison for the Board Budget and Finance Committee to bring relevance, establish priorities and share helpful data and other information for discussion and insight.

    Develops and monitors the Board governance and policies and the superintendent's regulations related to the department of fiscal services. Works with external and internal auditors to provide for appropriate internal controls.

    Ensures the District complies with statutory reporting and monitoring requirements including, annual financial and compliance audit, Estimate of Needs, Title I Comparability, and annual State Department of Education financial reporting.

    Liaises with appropriate 3 rd

    party partners to facilitate the timeliness and accuracy of these requirements.
    Develops an assessment model to monitor department's progress in meeting system wide goals as defined.
    Designs a framework for professional development for fiscal services division. As necessary, provides job specific training for fiscal services. Evaluates the performance and professional growth and development of personnel within the department.
    Develops collaborative relationships with external partners that benefit schools and support system priorities.
    Represents the District to various government agencies, funding agencies, media, employees, and/or the general public/local community.
    Performs other duties as assigned.


    Job Specifications:
    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

    Minimum Qualifications (Knowledge, Skills and/or Abilities Required):

    Bachelor's degree in Accounting, Finance, or Business Administration required.
    Fifteen (15) years of accounting, budgeting, and finance required.
    Five (5) years in an education or business management position, with multiple department responsibility.
    CPA preferred.
    Knowledge of School Finance Law.
    Must be able to pass the bonded insurance requirements.
    Quantitative skills regarding the analysis of financial data.
