    Human Resources Director - Front Royal, United States - Northwestern Community Services Board

    Description
    The Human Resources Director reports to the Executive Director and serves as a member of the Executive Leadership Team.

    The incumbent serves as the senior human resources professional for Northwestern Community Services Board and provides oversight to the Human Resources team.

    Additionally, the Human Resources Director is responsible for engaging the agency's Board of Directors HR Committee as its primary liaison from the Executive Leadership Team.

    QUALIFICATIONS:
    Minimum Qualifications

    Bachelor's degree in human resources, business management, or related field and five years of experience in HR operations or a master's degree and three years of experience in HR operations.

    Current SHRM-CP or PHR certification.
    Extensive knowledge of human resource practices, laws, and best practice.
    At least three years of supervisory experience.
    Preferred Qualifications
    For this position, the most competitive candidates will possess:
    At least two years of experience in a senior leadership role.
    Current SHRM-SCP or SPHR certification.
    Previous experience working in a community services board's complex regulatory environment.
    Previous experience working in a mental health care organization.
    Fastidious detail management and organizational skills are strongly preferred.

    An appreciation for and support of diversity in all its forms, and a demonstrated ability to interact with or serve individuals with diverse backgrounds, including clients, coworkers, and members of the community.

    Excellent written and oral communication skills.
    Ability to collaborate with others and successfully overcome interpersonal obstacles in a professional manner.

    ADDITIONAL REQUIREMENTS:
    May be exposed to allergenic environments from client's homes, including dust, smoke, pet contamination, cleaning supplies, etc.
    May be exposed to clients with infectious diseases.

    Must be able to drive for long periods of time to travel in and out of the catchment area as needed.

    Must be able to walk distances, climb and descend stairs, maneuver in and out of agency vehicles.
    Prolonged periods sitting at a desk and working on a computer.
    Must be able to lift/push/pull up to 25 pounds at times.
    Must possess a valid Driver's License, good driving record and the ability to provide own transportation.
    KNOWLEDGE, SKILLS, AND ABILITIES
    Knowledge

    Must be knowledgeable in all federal and state regulations and laws to include but not limited to FLSA, Civil Rights Act of 1964 and amendments, ADA, OSHA, FMLA, COBRA and HIPAA.

    In depth knowledge of personnel policies and procedures, general accounting principles and computerized HRIS/accounting systems.
    In depth knowledge of position classification, job analysis, performance appraisal, hiring standards and appropriate use of disciplinary actions.
    English usage for oral and written communications.
    Skills
    Oral, written and interpersonal communication.
    Operating office equipment (copier, fax, computer).
    Application of Personnel policies and procedures.
    Needs assessment skills.
    Collaboration and negotiation.
    Abilities
    To understand and interpret all federal and state law, applicable regulations from external authorities, and state licensure requirements.
    Work effectively with and communicate to all levels of the organization.
    Interact with external organizations, including all levels of government and partner organizations, as a representative of VACSB.
    Exercise sound judgment.
    Demonstrate initiative.
    Work independently and as a team member.
    Maintain confidentiality.
    Prioritize work schedule to meet agency goals.


    SALARY:
    Starts at $88,439.00


    RETIREMENT:
    NWCSB participates in Virginia Retirement System.
