    Supervisory Physical Security Specialist with Security Clearance - Fort Liberty, United States - Department of the Army

    Description
    Duties * Serve as Supervisory Physical Security Specialist and Deputy to the Security manager for the Headquarters, U.S. Forces Command, HR Office Chief Army Reserve, and HQ U.S. Army Reserve Command.

    * Provide maximum security for the purpose of protecting physical property, and personnel from sabotage, attempted espionage, or direct attack by enemy or terrorist forces.

    * Maintain liaison with the installation and supported Intelligence community dealing with security threats and security interests. * Appraise security operations for effectiveness, qualify, performance, and progress in meeting program objectives. * Determine overall program goals and security objectives. * Implement directives from higher authorities. * Analyze ways to reduce significant bottlenecks and barriers to production, promote team building or improve business practices. * Conduct studies to recommend ways to improve program and operational effectiveness efficiency.

    * Ensure implementation of the provisions of controlling regulations pertaining to the reaction to conventional arms, ammunition, explosives, chemical/nuclear accidents/incidents and test exercises.

    * Develop local security policies, plans and procedures for implementation and compliance. * Appraise security operations for effectiveness, qualify, performance, and progress in meeting program objectives. * Participate in the supervision of building security, building maintenance and security guard operations.

    * Assign work to be accomplished by subordinates considering the difficulty and work assignment and the capability of the employee.

    Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968. * This position is subject to Drug Abuse Testing Program requirements.

    * The duties of this position may require the incumbent to work evenings, nights, holidays, and/or weekends to include modification in shifts and/or tour of duty.

    * The duties of this position require to be on call on a 24-hour basis. * This position requires the incumbent to obtain and maintain required certifications and skill proficiency with assigned weapon. * This position requires the incumbent to obtain and maintain required certifications and skill proficiency with CPR. * This position requires the incumbent to obtain and maintain required certifications and skill proficiency with first aid.

    * This position requires the incumbent to obtain the Security Fundamentals Professional Certification, SPeD Certification, within their first 2 years of employment.

    * This position requires the incumbent to possess and maintain a valid drivers license.

    Specialized Experience:

    One year of specialized experience which includes conducting physical security, safety crime prevention and fire prevention inspections to identify the weaknesses for both regulatory and operational perspective and to develop and implement solutions; collecting information related to security violations and compromises by interviewing personnel, observing physical conditions, etc.; and advising facility personnel of possible deficiencies along with recommended solutions.

    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

    Ph.

    D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
    Safety and Security Management; National Security; Intelligence and Security Studies; Criminal Justice; Law Enforcement.

    OR Combination of Education and Experience:

    A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

    To compute the percentage of the requirements, divide your total months of experience by 12.

    Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

    Add the two percentages.

    You will be evaluated on the basis of your level of competency in the following areas:

    • Security Program Management Accountabilities
    • Vulnerabilities Assessment and Management Time in

    Grade Requirement:
    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09)
