    Job Description Summary


    Provides skilled work and oversight associated with locating and marking City utility lines in order to minimize accidental damage or disruption of service due to construction activities.

    This is accomplished by managing, planning, and scheduling daily locating, tracking, and marking of the City's utilities, including the water distribution system, wastewater collection system, reclaimed water system, stormwater system, traffic signals, and fiber optic.

    The Utility Locator will also serve as a field arm for customer service representatives and assist in responding to customer inquiries.


    The position requires a high school diploma or equivalency, a minimum of two years of related experience, a valid driver's license, and the ability to obtain a Class A CDL license with tanker endorsement and ADEQ Grade I in Distribution within 12 months of hire.

    The ideal candidate will possess three years of experience in bluestake-related locating underground facilities, including water and sewer.

    A minimum of two years of experience in maintaining a Water Distribution system and dealing with customers and the public is strongly desired.

    An ADEQ Water Distribution Grade I and Class A Commercial Driver's License with a Tanker Endorsement is preferred.

    The successful candidate will have the ability to make decisions in the field based on established policies, procedures, and SOPs, work independently with little supervision; manage, schedule, plan, and prioritize work.

    EXAMINATION PROCESS

    Essential Functions


    • Formal Education/Knowledge:Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

    Experience:
    Minimum two years of experience in a related field.

    Certifications and Other Requirements:
    Valid Driver's License required.

    Must obtain ADEQ Grade I Operator License in Distribution and Class A CDL Driver's License with a tanker endorsement within the first 12 months of hire.


    Reading:
    Work requires the ability to read general correspondences, memorandums and letters, technical training manuals for equipment operation.

    Math:
    Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division percentages, and fractions.

    Writing:
    Work requires the ability to write reports, general correspondences, memorandums and letters.

    Managerial:

    Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.


    Policy/Decision Making:
    Moderate - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts may be reviewed prior to being finalized.

    Technical Skills:

    Interpersonal/Human Relations Skills:

    High - In addition to the sharing of information, interactions at this level may also include providing advice to others outside direct reporting relationships on specific problems or general policies/procedures.

    In many of the interactions, contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

    Requirements


    • Provides location and marking of utility lines by reading utility maps, as-builts, and blue prints; identifies accurate locating and marking of utility lines with stakes, flags and/or paint; and coordinates changes and corrections. Organizes, prioritizes and routes blue stake requests and determine if a greater section needs to be located once the contractor begins digging. Utilizes the Arizona Blue Stake database and maintains files and records for the program.
    • Maintains data integrity by communicating and coordinating changes based on field observation with the Engineering Department and communicating and coordinating changes based on operational changes in the field.
    • Provides support and assistance to external customers by meeting with property owners, contractors, and the developers, and others to assist in locating utilities and explaining service locations and responsibilities. Meet with customers as required. Assists with emergency situations such as system breaks, locates affected areas and erects safety barricades. Executes routine and emergency operational, maintenance, construction, and repair functions of infrastructure or equipment utilized in the water distribution division.
    • Adheres to industry and City safety standards, policies, practices, and procedures. Provides services in accordance with government standards such as Blue Stake, OSHA and MAG.
    • Demonstrates a continuous effort to improve operations by streamlining work processes, decreasing turnaround times, and working cooperatively and jointly to provide efficiency and excellence in the use of City resources.
    • Executes routine and emergency operational, maintenance, construction, and repair functions of infrastructure or equipment utilized in the water distribution division. Maintains the integrity of landscaping, and completes work orders.
    • Assist in the installation, maintenance, replacement, and repair of water mains, water service connections, fire hydrants, valves and related appurtenances. Notifies customers of water service interruptions in accordance with Public Works policies and procedures.
    • Operates, inspects, and maintains water distribution infrastructure; logs daily records; interests reading from meters, gauges, charts, and instruments; and detects mechanical or process deficiencies and communicates findings to the supervisor.
    • Delivers outstanding customer service. Establishes and maintains open communication with all internal and external customers; to include co-workers, contractors, residents, and other City departments. Informs immediate supervisor of daily operations, important developments, and work activities.
    12 Month Objectives


    3 months:

    • Become familiar with the City and Department Policies and Procedures
    • Become familiar with the City's and Department Strategic Action Plan
    • Complete Department's safety training requirements and participate in weekly safety tailgate meetings.
    • Become familiar with City boundaries, service area, water and wastewater utilities system, fiber optics system, and traffic signals system.
    • Perform routine and emergency bluestake markings on time and with a high level of accuracy.

    6 Months:

    • Perform daily service orders and customer service requests with a high level of professionalism
    • Perform daily data entry and provide daily and weekly activity reports to Division Supervisor.
    • Become familiar with the City's approved materials list and Engineering guidelines for construction
    • Perform tool and equipment inventory and restock as necessary

    12 Months:

    • Become familiar with the City's purchasing system and successfully prepare purchase requisitions
    • Obtain a Grade 1 Certification in Water Distribution from Arizona Department of Environmental Quality
    • Obtain a Class A CDL with Tanker endorsement
    • Attend bluestake related meetings and provide updates on regulation and policy changes
