Job Description Summary:


Provides skilled work and oversight associated with locating and marking City utility lines in order to minimize accidental damage or disruption of service due to construction activities.

This is accomplished by managing, planning, and scheduling daily locating, tracking, and marking of the City's utilities, including the water distribution system, wastewater collection system, reclaimed water system, stormwater system, traffic signals, and fiber optic.

The Utility Locator will also serve as a field arm for customer service representatives and assist in responding to customer inquiries.


The position requires a high school diploma or equivalency, a minimum of two years of related experience, a valid driver's license, and the ability to obtain a Class A CDL license with tanker endorsement and ADEQ Grade I in Distribution within 12 months of hire.

EXAMINATION PROCESS

Essential Functions:


Formal Education/Knowledge:
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

Experience:Minimum two years of experience in a related field.

Certifications and Other Requirements:Valid Driver's License required. Must obtain ADEQ Grade I Operator License in Distribution and Class A CDL Driver's License with a tanker endorsement within the first 12 months of hire.

Reading:Work requires the ability to read general correspondences, memorandums and letters, technical training manuals for equipment operation.

Math:Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division percentages, and fractions.

Writing:Work requires the ability to write reports, general correspondences, memorandums and letters.

  • In addition to the sharing of information, interactions at this level may also include providing advice to others outside direct reporting relationships on specific problems or general policies/procedures. In many of the interactions, contacts may require the consideration of different points of view to reach agreement. Requirements:


  • Provides location and marking of utility lines by reading utility maps, asbuilts, and blue prints; identifies accurate locating and marking of utility lines with stakes, flags and/or paint; and coordinates changes and corrections. Organizes, prioritizes and routes blue stake requests and determine if a greater section needs to be located once the contractor begins digging. Utilizes the Arizona Blue Stake database and maintains files and records for the program.
  • Maintains data integrity by communicating and coordinating changes based on field observation with the Engineering Department and communicating and coordinating changes based on operational changes in the field.
  • Provides support and assistance to external customers by meeting with property owners, contractors, and the developers, and others to assist in locating utilities and explaining service locations and responsibilities. Meet with customers as required. Assists with emergency situations such as system breaks, locates affected areas and erects safety barricades. Executes routine and emergency operational, maintenance, construction, and repair functions of infrastructure or equipment utilized in the water distribution division.
  • Adheres to industry and City safety standards, policies, practices, and procedures. Provides services in accordance with government standards such as Blue Stake, OSHA and MAG.
