    This position is located in Tallahassee, FL

    The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies.

    FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

    The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state's efforts during disaster response and recovery.

    This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee.

    Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide.

    After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds.

    Position Overview and Responsibilities:

    This is a professional position within the Bureau of Preparedness this position is responsible for assisting in the development and implementation of grant program processes and procedures to guide recipients and program staff in timely and satisfactory performance under the program.

    Review grant agreements and other program documents to ensure consistency, accuracy, and compliance with program requirements, state rules, and regulations.

    Works with the supervisor to make recommendations for revisions when appropriate.

    Duties may also include, but are not limited to:


    • Evaluates grant recipient risk of noncompliance with Florida Statutes, regulations, and terms and conditions of the award, and assists supervisor to ensure that performance goals are achieved.
    • Coordinates the scheduling and performance of grant monitoring activities for every recipient as required, conducts follow up, and ensures timely and appropriate action on any deficiencies pertaining to the award. Recommends and implements corrective actions as necessary. Participates in grant monitoring activities to include desk review, technical assistance, and occasional travel for onsite visits as required.
    • Review and track execution of grant agreements ensuring timely processing in grants management system. Responsible for ensuring recipient compliance with agreement terms and conditions, providing programmatic review of procurement, requests for reimbursement, reporting, and all other related documentation.
    • Complete special assignments and perform other related duties as assigned.

    Knowledge, Skills, and Abilities:

    • Ability to monitor grantee compliance through review and analysis of financial and program deliverables or milestones including expenditure, budgeting, staffing and progress reports, audits, and requests for payment.
    • Ability to understand and apply applicable Rules, Regulations, Policies, and Procedures.
    • Ability to communicate effectively, both verbally and in writing. Must be highly organized and detail oriented.
    • Ability to work independently organizing, planning, and prioritizing work to meet deadlines without sacrificing accuracy or quality customer service.

    Minimum Qualifications:

    • Must be a Florida Certified Contract Manager (FCCM) or have the ability and willingness to obtain certification within the first 12 months of employment.
    • Experience in Microsoft Office Suite programs (Word, Excel, Outlook, and PowerPoint).
