    Description

    Summary You will serve as a Manager in the Combat Systems Test and Evaluation Department of NAVAL SURFACE WARFARE CENTER, Port Hueneme, CA.

    Duties * You will serve as the first level supervisor for the Small Combatants Test and Evaluation branch personnel and involve the technical and administrative management of engineers, technicians, and product support personnel.

    * You will oversee and direct in-service engineering and fleet support functions, such as distance and on-site support; modernization; systems engineering; cyber security; and Test and Evaluation for weapon/combat missile systems.

    * You will perform engineering project management for branch test projects and tasks, manage and utilize branch personnel to accomplish the quantity and quality of work expected within set limits of cost and time.

    * You will identity requirements, estimate costs, develop and negotiate Work Breakdown Structure (WBS) and Task Planning Sheet (TPS), manage, monitor, and track funding.

    * You will communicate and implement command and government policies.

    * You will investigate combat system and test and evaluations issues, concerns, and problems discovered and works to resolve it, develop white papers and recommendations for test program improvements.

    * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

    * You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

    * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

    You must be able to travel on military and commercial aircraft for extended periods of time.

    * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

    You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next pay band ND-04 (GS-12 and GS-13 grade level equivalency) in the federal service or equivalent experience in the private or public sector.


    Specialized experience must demonstrate the following:

    managing in-service engineering programs through analyzing and evaluating new or modified electronic systems and equipment to determine compatibility of alternative solutions needed to meet ship weapon systems testing conditions.

    Qualifications Standards Manual:
    Applicants must posses: Successful completion of a professional engineering degree.

    To be acceptable, the program must:
    (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

    The adequacy of such background must be demonstrated by one of the following:

    Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

    Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g.

    OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U.     OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional information This position is covered by the Department of Defense Priority Placement Program. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to the GS-14 and GS-15. Work sites may also include US Navy Ships (including at sea), Shipyards, and other industrial sites with some walking, stooping and bending required.
