Directs and supervises the District's Project Development and Environmental Management Programs, Resurfacing, Restoration, and Rehabilitation (RRR) Program and Value Engineering Program, including the Project Development unit activities to successfully achieve a coordinated effort among various Department Offices and Metropolitan Planning Organization.

Discusses Department's Project Development and Environmental goals, schedules, issues, and resolutions regularly with stakeholders. Administers, develops, and manages the resources (staff, equipment and materials) of the unit. Supervises employees by communicating regularly, motivating, training, evaluating, planning, and directing employees' work. Maintains an appropriate work environment through effective communications, adherence to best management practices, and the Department's policies and procedures. Promotes the Department's business model and contributes to the success of the Department's mission and vision. Develops, documents, and maintains project development strategies for the District's production activities and the unit. Motivates and evaluate employees on the performance of their duties. Provide procedural and technical training. Participate in applicant selection and hiring process. Provide employee orientation, training, counseling, and disciplinary actions and, prepares employee performance evaluations.


Manage complex, multi-modal planning and project development studies, utilizing best practices in the specialty areas of travel demand and traffic forecasting, traffic operational analysis, and micro-simulation analysis.

Make multi-modal recommendations to supervisors and District management. Analyze costs, benefits, and return on investment.

Reviews PD&E engineering documents and roadway plans for consistency with the standards of the PD&E Manual, FDOT Design Manual (FDM), Manual of Uniform Traffic Control Device (MUTCD), and American Association of State Highway Transportation Officials (AASHTO) Guidelines.

Develop scopes of work, schedules, and staff hour estimates, manage consultants, administer consultant contracts, and perform quality assurance reviews to carry out these tasks.
