    Job Details:
    Workers Compensation SpecialistPerforms highly advanced and/or supervisory (senior-level) human resources management work related to risk management and workers' compensation.

    Work involves administering, monitoring, and evaluating the development and operation of the agency's return-to-work and workers' compensation, ergonomic assessments, and supplemental auto insurance programs.

    The position also coordinates risk management reviews and assist DFPS Human Resources (HR) to provide oversight and compliance on complex workforce issues.

    The position consults with internal HR and external agency stakeholders, and all levels of agency employees to research and resolve complex Human Resources issues.

    Works under minimal supervision, with extensive latitude in the use of initiative and independent judgment.


    Essential Job Functions:
    Oversees, coordinates, reviews, and recommends human resources personnel actions, ensuring conformity with agency, state, and federal regulations.

    Is the agency subject matter expert regarding return-to-work, workers' compensation, supplemental auto insurance, and ergonomic assessment programs ensuring the agency's compliance with state, and federal regulations.

    Is the agency's subject matter expert for HR policy return-to-work, workers' compensation, supplemental auto insurance, and ergonomic assessment programs.

    Is the agency's single point of contact for the State Office of Risk Management (SORM).Performs highly advanced consultative services and technical assistance work integrating the return-to-work, workers' compensation, supplemental auto insurance, and ergonomic assessment programs into HR.Coordinates with agency management, legal services, and agency employees regarding return-to-work, workers' compensation, supplemental auto insurance, and ergonomic assessment programs.

    Coordinates activities and the flow of information between the agency leadership, HR, and SORM.Coordinates with the HR FMLA and Employee Relations units on return-to-work releases.

    Coordinates with SORM and DFPS Legal Services on information regarding work-related auto accidents and supplemental auto insurance.
    Coordinates with all levels of agency employees to appropriately resolve complex Human Resources questions and issues.

    Oversees the maintenance of human resources automated systems and records and the analysis of human resources reports and reporting procedures.

    Serves as the agency's point of contact between injured employees, supervisors, the CAPPS Service Center, treating doctors, and SORM for return-to-work, workers' compensation, supplemental auto insurance, and ergonomic assessment programs.

    Ensures injured employees' compliance with using the CAPPS system to report work related illness or injury.

    Uses the agency's Human Resources Payroll System (HRPS) systems to help drive analysis of and resolution of complex HR issues.

    Prepares draft and final reports as required by external compliance agencies and other external stakeholders (Ex:
    SORM, SAO, Texas Legislature).

    Plans, develops, coordinates, and implements initiatives and strategic projects related to human resources operations including working on and/or overseeing the most complex program assignments; and develops and implements human resources policies and procedures.

    Works with SORM and HR management to develop and implement an agency annual workforce plan to reduce work-related injuries or illnesses.

    Analyzes and evaluates DFPS risk management and safety program needs to ensure return-to-work, workers' compensation, supplemental auto insurance, and ergonomic assessment programs are designed to meet operational needs.

    Conducts surveys, inspections, or reviews to determine compliance with laws, policies and/or procedures.

    Develops and implements HR policies and procedures related to return-to-work, workers' compensation, supplemental auto insurance, ergonomic assessment programs, and general HR issues.

    Provides and/or oversees others who provide advice and counsel to employees and management on issues, rules, and policies related to human resources management, including handling the most complex issues and questions referred by other human resources staff; and develops solutions to problems by following procedures or applying policy.

    Oversees the DFPS return-to-work, workers' compensation, ergonomic assessments, and supplemental auto insurance programs and provides guidance to all levels of agency employees.

    Work with HR employee relations staff to ensure compliance with all state and federal laws, and HR policies for employees who have an on the job illness or injury.

    Researches and adopts industry best practices to ensure risk management programs are effectively administered.

    Works with HR employee relations, HR FMLA unit, HR management, and program management to provide oversight and compliance on complex workforce issues.

    Provides direction and oversight regarding workforce planning and reporting and executes workforce planning solutions.

    Provides direction and oversight regarding workforce planning and reporting related to return-to-work, workers' compensation, supplemental auto insurance, and ergonomic assessment programs and executes workforce planning solutions.

    Prepares executive reports for HR management related to workforce strength and program areas of assignment. Prepares and/or oversees others who prepare, maintain, and distribute various human resources correspondence and reports.

    Prepares, maintains, and provides administrative reports regarding DFPS return-to-work, workers' compensation, supplemental auto insurance, and ergonomic assessment program outcomes and prepares agency workers' compensation reports to SORM.Prepares workers' compensation trend analysis reports.
