    The position requires proven experience to master and incorporate project and portfolio management best practices
    This position requires previous experience on mission critical cross functional projects, as well as expert knowledge on project/program tools and methodologies (software and systems development lifecycle), metrics, stage gates, scheduling, financials, cost-benefits, continuous planning, resource supply/demand and processes
    Excellent verbal, written, organizational, presentation and interpersonal communications skills
    Ability to present and explain complex information to diverse audiences, technical and non-technical;
    Expert at establishing rapport, influencing others, building bridges, finding common ground, and gaining consensus;
    Charismatic personality who speaks effectively, succinctly, and convincingly in public;
    Demonstrate strong leadership and collaboration skills in a highly matrixed environment;
    Keen ability to motivate project contributors and solicit their commitment to excellence;
    Excellent change management and conflict resolution skills and ability to deliver alternatives when there are project delays;
    Ensure project aligns with agreed-to strategies to achieve objectives;
    Develop business cases and project charters;
    Experience preparing critical path analysis, schedules, budgets, and staffing plans;
    Proven track record in leading cross functional projects to successful outcomes that compel constituents to act;
    Demonstrated track record of good decision making and exercising sound judgment;
    Define project staffing needs and allocate them as required to reach project objectives;
    Determine budgetary requirements to maintain the project, make recommendations on the annual budget, present to funding committees;

    The program has numerous interdependencies, as it involves transitioning application workloads to modern solutions such as cloud computing, solving business problems with SAAS solutions, optimizing data centers, modernizing network, WiFi, and VoIP infrastructure, and ensuring top-notch Cyber security

    Translate objectives into action and prioritize work;
    Direct and evaluate the work of project staff;
    Prepare and present to leadership, committees, and client departments;
    Maintain relationships and represent the project in contact with other City agencies;

    This individual will be a self-starter, excellent communicator, outstanding motivator, a people leader, and deal well with ambiguity.

    Job Type:


    The Permanent Exempt- Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

    The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring.


    Nature of Work:
    Incumbent must be willing to work a 40-hour week as determined by the department.


    Work Location:
    Incumbent will conduct work at the Department of Technology, One South Van Ness Avenue, 2nd Floor.

    However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

    This position does not support fully remote work.

    Employees may be permitted to work a hybrid schedule with supervisor's approval, after which they must work at least two days in the office every two weeks.

    Residency in California is a condition of employment. If offered employment, the candidate must be willing to relocate within an agreed upon duration
