- Coach and lead the WIOA Youth team to ensure operations are meeting the requirements of the funding source, and that performance goals and objectives are being met or exceeded.
- Develop and implement strategies to incorporate a focus on performance objectives in the daily operations of organizational staff.
- Implement and oversee a quality management model for continuous improvement and customer satisfaction.
- Assist management in addressing the administrative needs and provide supervision on the day to day operations of the project.
- Assist Project Director and Fiscal Team on budget preparation and ongoing fiscal monitoring.
- Represent the Workforce Centers in local, State and National forums as requested by the Board.
- Conduct regular meetings with staff to review performance and contract requirements.
- Monitor for compliance with applicable Federal, State and Local regulations that apply to workforce development business operations.
- Establish and maintain positive working relationships with the Board, employers, community partners, supportive service organizations, economic development groups, and all workforce partners to optimize customer satisfaction and community relations.
- Provide regular effective communication related to project deliverables to members of the Board, DWFS management, operations staff, community partners and the general public.
- Seek out best practices to replicate when and where appropriate.
- Assist Project Director with hiring and promoting employees based on sound decision making ability, evaluate and recommend personnel actions fairly and quickly, deliver timely coaching focused on improving performance.

Primary Objectives of Position: Supports the strategic direction established by the Project Director to provide management, leadership, coaching, and staff support to implement the mission, vision and business plans of the Board and Workforce Center System.
Essential Job Functions:

Physical Demands/Work Environment: Physical requirements include carrying/lifting up to 5 pounds, frequently; up to 10 pounds, regularly; and up to 25 pounds, occasionally. Visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to drive an automobile and operate computer keyboard and basic office equipment; subject to carrying, lifting, twisting and reaching to perform essential job functions. Working conditions are primarily in an office environment with occasional travel to other locations.
Required Competencies: Extreme Customer Service focus, ability to utilize coaching techniques to drive exceptional performance and quality results, learning orientation, communication proficiency, teamwork orientation, technical capacity and demonstrated proficiency in leading both individual contributors and leaders.
Qualifications:
Education: Minimum of a Bachelor's Degree in Human Services, Business, Education or Human Resource field or equivalent.
Experience: Progressive responsibilities in management and workforce development program operations. Strong business knowledge of fiscal operations and performance measurement. Must have prior experience as a senior staff member in Workforce Development. Experience in training/coaching and mentoring required.
Skills/Abilities: Requires top level project management, organizational, personnel, problem solving and data analysis skills, along with an ability to meet deadlines as required by our employees and customers. High level of communications skills and the ability to work alone. Need strong technical skills and commitment to a continually improving environment.
Additional Requirements: Must have valid driver's license and adequate vehicle insurance coverage.
