    The Federal Aviation Administration's (FAA) Office of Aviation Policy and Plans (APO) has four divisions that produce a wide variety of forms, calendars, dashboards, project plans or tracking tools for presenting information to agency senior leadership.

    APO requires expert skills in Microsoft applications such as Power Apps, TEAMS, Power BI, or others in order to enhance its ability to present data and information. Most of these IT skills are either not resident with the APO staff or only resident at a basic level. The successful candidate will develop items such as workflows, dashboards, reports, or forms to support division requirements such as the Program Management Review for the Deputy Secretary of Transportation, decision-meeting governance for the FAA Administrator, or to support reauthorization. The contractor will work closely with Federal staff in developing and/or refining the various presentation products. The contractor will provide all IT products to the Government and provide the Federal staff with instruction on how to maintain or extend capabilities in the future.

    • Develop executive-level data visualization products such as workflows, dashboards, reports, and/or forms supporting division requirements;
    • Provide thought leadership, best practices, and standards required to deliver effective and sustainable solutions to the FAA;
    • Review and amend project direction, approach, and key artifacts with respect to information design in order to keep programs on track and solutions extensible and maintainable going forward;
    • Utilize creativity in presentation of design concepts, ideas, dashboards, and visualizations;
    • Serve as a check on data quality and integrity in development of visualizations;
    • Collaborate with other federal and contractor employees to develop requirements and/or enhance various data visualizations and presentation products;
    • Maintain and update processes and procedures for workflow and template development for future artifact management;
    • Design, develop, and maintain multiple SharePoint sites that contain custom HTML/JavaScript web pages used to gather data;
    • Design and maintain executive dashboards and data visualizations;
    • Design, develop, and/or configure Business Intelligence tools for data analysis;
    • Receive new ideas and concepts from customer and integrate into existing work structures;
    • Data management experience to include data validation and data cleansing to support data analyses;
    • Provide user training as needed;
    • Prepare and present technical presentations to senior FAA executives as required;
    • In-person work (e.g. up to 2 days per week) is required as this position requires extensive coordination with APO staff members;

    Education

    Bachelor's Degree in Computer Science, Engineering, Statistics, Mathematics, Information Systems, Information Technology, Business, or Design plus 8 years of hands-on experience in data visualization, data mining, and data analysis;

    Skills and Experience

    • Minimum of 8 years of industry experience with a focus on interactive data visualization, information visualization, information graphics, or related fields;
    • Ability to rapidly iterate through conceptual ideas or designs and effectively communicate these using low- to medium-fidelity prototypes, such as sketches, paper prototypes, wireframes, storyboards, interactive click-throughs;
    • Expert-level skills and experience in data visualization applications/libraries/tools/toolkits such as Microsoft Power Apps and Power BI, Tableau, VisIT, ParaView, Protovis, , HighCharts etc
    • Highly competent and experienced with SQL, Python, JavaScript, etc.
    • Executive-level oral and written communication skills and the ability to summarize and present complex information in a clear and concise manner to technical and non-technical audiences;
    • Openness to receive feedback and adjust data visualizations according to customer requirements and requests;
    • Experienced in designing and maintaining executive dashboards and data visualizations;
    • Data management experience to include data validation and data cleansing to support data analyses;
    • Expert-level SharePoint development experience
    • Experienced collaborating with the customer to define requirements and to help meet organizational goals and objectives;
    • Executive-level communication skills are a must;
    • Ability to balance multiple projects and be able to adjust as priorities shift;
    • Self-starter and able to work independently with or without direct supervision;

    Preferred Experience:

    • Strong Java, JavaScript, HTML, and Bootstrap expertise;
    • Knowledge of quantitative research methods and report development;
    • Prior FAA experience is a plus;
    • Experience leading development projects and/or a team of developers;
