    Resident Engineer 3 - Seattle, United States - The Port of Seattle

    There are two (2) opportunities available for this Resident Engineer III position.

    At the Port of Seattle, we anticipate making salary offers between the minimum and midpoint of the salary range. Offers will be based on experience similar to the Port job being applied for as well as a review of pay rates for Port employees performing similar work. Salary ranges are under review and subject to change.

    As a Resident Engineer (RE) III, you will serve as a principal point of contact and expert level Engineer at the Port of Seattle. You will independently manage concurrent multiple straightforward and/or moderately complex major construction projects at all Port of Seattle properties. Projects will include multiple disciplines that occur concurrently. In this position, you may have full supervisory responsibilities for Inspectors and lower level Engineers.

    This position will be working out of SeaTac Airport Port offices in Seatac, Washington. This position will be responsible for the day to day management of major construction projects which remodel, expand and provide other improvements of airport facilities and terminals. The work will include renovating various types of spaces, buildout of additional retail and dining shell spaces, and other necessary improvements to structures, mechanical, electrical, and other building systems, and facilities. The work will likely include Job Order Contracting (JOC), GCCM and Design Build alternative delivery methods in addition to standard Design Bid Build work.

    • You will serve as principal point of contact (designated as "Engineer" in contracts) for all construction issues related to assigned major construction projects that range from $300K to over $200M.
    • You will provide project leadership regarding all construction activities including project development, bidding, execution, and closeout.
    • You will manage, coordinate, and facilitate the day-to-day activities of major construction projects ensuring that projects are constructed within the scope of the project, on schedule, and within budget.
    • You will review, negotiate and process contract pay requests for general contractor and a significant number (more than 15) of subcontractors; ensure timely and accurate payment for work actually performed; and negotiate and resolve the most complex payment related disputes that may involve involvement of senior level Port managers or directors.
    • You will plan, schedule, assign and direct the work of assistant resident engineers, construction coordinators or construction inspectors to ensure the smooth and coordinated accomplishment of projects.
    • You will partner with stakeholders to review, evaluate, and respond to contractor Requests for Information (RFI), and provide a consolidated response that provides contractual direction to the contractor.
    • You will perform full supervisory responsibilities including assigning work, reviewing work products, hiring, evaluating performance, and awarding performance increases, determining, and administering discipline.
    Who you are:
    • Experienced - You have eight (8) years of experience in construction project management, contract management, inspection, cost estimating, or scheduling and some experience in a lead/supervisory role.
    • Educated - You possess a Bachelor's degree in Engineering, Architecture, Construction Management, or related field.
    • Desired - We hope you have a Master's degree in business, public administration or related field and prior construction project management experience at an airport or seaport.

    • Collaborator - You demonstrate the ability to effectively interact with leaders; project stakeholders; local, federal, and state officials; and the general public to present and explain program information. You are able to proactively respond to and resolve highly politically sensitive or controversial issues.
    • Leadership - You're able to provide sound judgment and help create and lead successful solutions, while managing through conflict, change, and a variety of leadership styles and priorities.
    • Effective Communicator - You are very skilled in both verbal and written communication techniques and can effectively work with clients at all levels of the organization.
    What else you need to know:
    • Driver's License - You will need a valid Washington State Driver's License, or the ability to obtain one, is required in order to travel locally to project sites.
    • Work Schedule - Your normal work schedule will be Monday - Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work during emergencies.
    • Work Environment - You will generally work outdoors in all types of weather conditions. You may be exposed to areas of high noise, various hazardous materials, work at heights and/or in confined spaces.
    • Washington State Residency Requirement - Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
    • Safety Requirements - You will be required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements.
    • Security Requirements - As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance (Aviation Only).
    • Security Requirements - You will also be required to obtain a U.S. Customs and Border Patrol (CBP) Customs Seal within 30 days of hire (Aviation Only).
    • Security Requirements - As the successful candidate, you must obtain a Transportation Worker Identification Card (TWIC) within the first three months of employment (Waterfront Only).
    • Grade Review - The pay range and grade for non-represented positions are under review and subject to change as part of the Port's work to implement a new pay program. This review is intended to ensure that positions are aligned with the new program that will be implemented in early 2024.
