    Description
    Position Summary

    The primary function of this position is to serve as the Resident Engineer in support of the Port of Seattle C Concourse Expansion Program.

    The position will primarily support Program Management Team.
    Essential Duties and Responsibilities
    Change Management Tasks


    • Review of backup documents and cost proposals for change orders and allowance requests
    • Verify the necessary documents comply with the Port's general condition requirements and change management Process and request missing information from Contractor, if necessary.
    • Prepare change order request and approval letter, cost negotiation with the contractor, and prepare estimates for anything under $10k.
    • Manages Unifier System including Trend updates, Trend descriptions, reason for entitlement, negotiation summary.
    • Perform contract cost component assessment with Unifier contract setup.
    • Coordinate with Port Resident Engineer and Construction Manager for Trend review and approvals.
    • Execute Change Orders and Written Authorization in the Port Unifier system.
    • Create Change Order/Written Authorization forms from SQL and upload to the Port's SharePoint.
    • Coordinate with the Port CPO for change orders and written authorization approval.
    • Coordinate with the External Estimator for the Independent Cost Estimate (ICE) requests.
    • Update change order (track of the open trends in the Unifier system) and ICE tracking logs.
    • Weekly change management updates at weekly PM/CM check-in meetings/ controls meetings.
    Pay Application


    • Coordinate with the contractor's accountant on the monthly payment application procedure.
    • Coordinate with the Port's external auditors on job cost reports.
    • Manage and creates Bluebeam sessions for Pay Application reviews.
    • Review the Pay Application and provide comments, including requests for backups.
    • Collaborate with inspectors and the CM team to check work completion percentages and other comments.
    • Manage Port's CDS system, generate pay estimates, and sign-off for the payment.
    • Coordinate with the Port CPO and GC/CM project manager to process payments.
    • Track payment until Accounts Payable processes the payment to the Contractor.
    Other Responsibilities


    • Review labor and Wage rates and subcontractor's schedule of values submittals.
    • Provide three months' data and a marked-up plan to lead RE
    • Manages Port Document Control systems- OpenText, SharePoint, Unifier.
    • Attending weekly/ bi-weekly/monthly project meetings including PM/CM check-in, bi-weekly controls meetings, CM- check-in meeting, weekly OAC, weekly status update on Logistics and Tower crane, weekly changes meeting, bi-weekly port internal changes meeting, monthly pay application pencil review, monthly trends review meeting, monthly art check-in, monthly external relations check-in, monthly schedule update, risk Assessment, monthly project Assistant meeting, bi-monthly resident engineer meeting.
    • Conduct field inspections and observations of construction project, which may include, but are not limited to: the construction of vertical structures (foundations, columns, walls, slab on deck, architectural systems, mechanical, electrical, plumping, Technology (MEPT)) systems, horizontal infrastructure (roadway, grading, compaction of subgrade, retaining walls, paving, curb and gutter, sidewalk, parking lots, storm drains and boxes, underground utility systems, private street systems, street lights and traffic signals)
    • Prepare daily reports as related to crews, progress, issues, and detailed findings of inspections, observations, and test results.
    • Review plans and specifications.
    • Coordinate and monitor the work of contractors.
    • Document any delays and/or changes to scope of work.
    • Enforce project specification and verify contractor compliance with codes, regulations, site materials, design plans, specifications, scheduling of training, alterations, repairs, improvements, reports, change orders, and safety.
    • May perform quantity tracking (including calculations) and cost coding for purposes of productivity analysis and accurate job cost forecasting.
    • Assist in preparation of final records for the project, including as-builts.
    • Assist in carrying out a variety of field duties at project site related to general construction.
    • Comply with safety policies and OSHA safety standards.
    • Schedule and arrange for material testing, and other services or materials.
    • Perform related duties as required by RFTA OPT.
    Education and/or Experience


    • Bachelor of Science in Architecture, Engineering, Construction Management, or experience with vertical construction.
    • 5+ years of experience in construction.
    • Ability to comply with safety policies and practice of assigned project site, Shrewsberry safety policies and OSHA safety standards.
    • Microsoft Office Suite with proficiency in Excel, PowerPoint, and Word.
    • Excellent written and verbal communication skills, including ability to produce well written technical reports and regulatory compliance documents.
    • Ability to work on multiple projects simultaneously.
    • Knowledge of construction safety and current OSHA requirements.
    • Strong organizational and time management skills
    • Ability to work independently as well as part of a team
    • Knowledge of construction methods, material testing, specifications, and equipment.
    • Knowledge of field engineering practices, basic survey practices, and basic design standards for construction projects.
    • Proficiency with computer software.
    • Ability to inspect routine and difficult projects for compliance with plans and specifications.
    • Ability to accurately read and interpret engineering plans and specifications.
    • Ability to make accurate mathematical calculations.
