- Advocates for the mission of the organization and leads in a manner consistent with the agency's values.
- Provides support to the VP and Director of Housing and as necessary.
- Responsible for monitoring and reporting on compliance matters pertaining to all federal and state housing programs, including but not limited to LIHTC, Sect. 8 (HCVP), HOME, HTF, CoC and RAD, to VP.
- Keeps current on the Federal, State and local rules, regulations, changes, grants, contracts and needs of the various funding sources, subsidy programs, tenant selection, and waitlist requirements and ensures dissemination and communication to Housing staff.
- Conducts on-going file audits on leasing files, to ensure compliance with varied and layered subsidies and funding; reports findings to VP to ensure compliance with program standards.
- Coordinates the follow up of audit findings, assists in correction, completion and response of audit findings, in collaboration with Director and VP.

- Makes recommendations on updates of the Tenant Selection Policy and Affirmative Marketing Plan.
- Acts as a System Administrator for housing compliance software and provides tech support to staff.
- Produces and distributes monthly and quarterly reports, such as LIHTC, in collaboration with finance.
- Monitors and updates the HOME/LIHTC web system to ensure accuracy and timeliness of data.
- Identifying and advising VP on risks associated with the real estate portfolio.
- Monitor progress of construction and renovation projects to ensure that any new funding related to compliance or program eligibility is incorporated prior to completion, in collaboration with VP and housing development department.
- Maintains internal waitlist and ensures compliance with HUD regulations.
- Responsible for the completion of monthly subsidy billings for related properties.
- Monitors monthly requisitions, subsidy and rent payments, move in/out and recertification activities for completeness and accuracy in the system, and reports to concerns to VP.
- Monitors expenses connected to each rental unit according to approved budgets, along with tracking rent and deposit receivables associated with each unit and property.
- Monitors and analyzes property performance data to identify areas for improvement.
- Acts as a liaison between Housing and Facilities departments for all unit turnovers and property inspections
- Works with facilities director and housing director to ensure unit turnovers and inspection repairs are completed according to industry standards, both in a timely manner and in quality of completion. Monitors and communicates vacancy rates of properties.
- Maintains a schedule of internal inspections and assessment and annual facilities related items that relate to funding source compliance to ensure that the properties are well-maintained and in good condition.
- Minimum of a bachelor's degree in related field required. Advanced coursework, or Master's degree preferred.
- Certified Tax Credit Specialist and Certified Occupancy Specialist preferred.
- Minimum of 5-7 years of experience working in affordable housing or property management.
- Experience with Federal and State housing programs such as Section 8, LIHTC, HOME, CoC and others.
- Knowledge of affordable housing industry and tax credit programs that impact affordable housing and government housing program regulations, (such as HUD, IRS, etc.) requirements and procedures.
- Highly detail oriented with solid organizational and communication skills and able to plan, organize, prioritize, and work independently and part of a team.
- Financial analysis skills and ability to maintain confidential information.
- Knowledge of diverse populations and commitment to working with the homeless and disconnected population.
- Able to work across departments and build successful relationships interagency and with other service providers, funders, government departments and staff.
- Proficient at office-based computer software, including Microsoft Office (Word, Excel, and Outlook). Knowledge of Real Page or similar systems.

Overview: Monitors, reports on and develops systems to ensure compliance with the many funding sources and federal and state housing regulations for all Crossroads' owned, leased and rental properties. This includes monitoring funding streams, performing financial analysis and tracking, documenting and maintaining records and helping managers prepare for audits and inspections.
