    Job DescriptionGOVERNMENT JOB - HARRIS COUNTYContracts Administrators
    Openwork is assisting Harris County in their search for a Contracts Administrator.

    The Contracts Administrator is highly skilled, experienced, responsible for the most complex projects, and is fully capable of performing every facet of the competitive bid/Request for Proposal (RFP)/Competitive Sealed Proposal (CSP)/Request for Qualifications (RFQ) procedure, as well as the less formal procurements procedures.

    The Contracts Administrator is knowledgeable of all rules and regulations governing each purchasing process utilized by Harris County.

    The Contracts Administrator serves as a leader with advisory capacity in the procurement group and is capable of working independently in managing the procurement process.


    Qualifications:

    Bachelor of Arts (BA) or Bachelor of Science (BS) degree from an accredited college or university; Minimum of six (6) years of related procurement/purchasing progressive experience, with four(4) years in public procurement; or an equivalent combination of education and related experience required.

    Thorough knowledge of all rules and regulations governing each informal and formal purchasing process utilized by Harris County. Proficient in Microsoft Office products including Word, Excel, and Outlook. Excellent communication skills verbal and written; strong, active listening skills. Excellent interaction skills; ability to interact assertively and effectively with a wide variety of people and personalities. Negotiation skills to communicate effectively with clients or suppliers. Ability to manage highly complex contracts and projects.

    Certified Public Procurement Officer (CPPO), Certified Professional Contracts Professional (CPCM), Certified Professional in Supply Management (CPSM) or other professional procurement certification/designation preferred.
