An employee in this job performs work involving the management of construction, repair, modernization, and other projects and services on housing authority property.
The employee will manage and direct the functional activities involved in the identification of construction needs, and the procurement and execution of construction projects.
The employee provides oversight for subordinate construction staff and is responsible for multiple construction projects in support of RRHA Strategic Plan and CP Division's program goals and project initiatives.
Assignments are reviewed and evaluated based on achievement of goals and objectives, and work is performed under the general supervision of the Vice President of Capital Projects, who reviews work through reports, and conferences for achievement of desired results.
Essential Duties and ResponsibilitiesThe position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
Manages and supervises agency construction staff in the planning, oversight, and completion of construction, modernization, and maintenance projects.
Develops and implements procedures for managing construction and modernization projects.
Assists the Vice President of Capital Projects in the preparation and execution of the agency capital improvement budget.
Ensures compliance with contract procurement policies, laws, and regulations. Physically inspects and audits contract files on a regular basis.
Monitors any changes in procurement regulations and policies.
Reviews contract drawings, specifications and cost estimates submitted by contractors, architects and engineers for accuracy and completeness.
Inspects construction in progress daily, reviews construction schedules and ensures that all completed and planned work meets specifications, building codes and quality standards.
Prepares contract drawings, specifications, cost estimates, HUD wage rate requests, job scope and method of construction documents necessary to acquire bids from contractors.
Manages the preparation and maintenance of project folders by subordinate staff detailing all aspects of each contracting project.
Approves payments to contractors based upon compliance with construction specifications.
Processes and recommends contractor invoices for payment upon successful review and evaluation of percentage of work completed, general accuracy and appropriateness of billing.
KNOWLEDGE,
SKILLS AND ABILITIES:
Considerable knowledge of local building codes and HUD construction-related regulations.
Considerable knowledge of the current methods, materials and technology in the construction field.
Considerable knowledge of federal programs, rules/regulations governing HUD construction and current trends and latest techniques in the housing construction industry.
Excellent organizational, communications, project management,
facilitation/presentation
skills are required to be successful in this position.
Ability to manage subordinate staff efficiently and effectively in the execution of daily duties and responsibilities.
Ability to communicate effectively with agency senior staff and managers as well as residents and the general public.
Must have the ability to ensure absolute adherence to various legal and programmatic requirements.
Must have the ability to read and interpret surveys, engineering drawings/plans.
Ability to prepare cost estimates, plans and specifications in a timely manner and in accordance with acceptable principles and practices.
Excellent proficiency with Microsoft Office including Word and Excel formula-driven spreadsheets.
Ability to establish and maintain effective working relationships with administrative staff, other employees, residents, contractors, the financial community, city officials and the general public.

Education:
A bachelor's degree in civil engineering, architecture, construction management or a related field and three years of directly related work experience.
Experience:
Considerable experience in contract management and administration and a current class A Contractor's license.
Technical Skills
To perform this job successfully, the employee should have strong computer skills (e.g., MS Word, Excel, PowerPoint, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
