Job Duties

  • The Department of Behavioral Health and Developmental Services' (DBHDS) IT Project Management Office (PMO) is seeking a highly skilled and trained individual to serve as a Project Manager. This position provides project management oversight and management to technology development and maintenance projects in the PMO. This position may also provide leadership in performing systems analysis and architecting software technology solutions for the agency.

Additional responsibilities include:

  • Meeting regularly with all project staff, stakeholders, and management to coordinate work, resolve issues, remove barriers, and ensure effectiveness and efficiency of all project resources.
  • Working with VITA Project Management Division (PMD) and project subcontractor organizations and staff to ensure projects are clearly understood by those organizations.
  • Providing appropriate project management for each assigned project following Commonwealth of Virginia standards, agency/PMO procedures, and industry best practices.
  • Project documentation including requirements for project proposals, charters, plans, schedules, cost benefit analyses, and status reporting are properly recorded in approved systems (such as VITA, CTP and SharePoint) within expected timeframes.
  • Developing familiarity with the business needs in an assigned functional area and the environment in which technical solutions will be used.
  • Documenting business unit concerns, business drivers, and strategies and coordinate crossfunctional area discussions on enterprise solutions.

Minimum Qualifications

  • Knowledge of the associated disciplines of business analysis, software development, quality control, configuration management, technical support, training, and production operations.
  • Knowledge of business process engineering methods.
  • Demonstrated skills in:
  • Microsoft Project to include planning, establishment of critical plans, identification of risks/issues, defect tracking, status reporting, and rescheduling remaining work.
  • Meeting facilitation with customers and technical teams.
  • Utilizing accepted SDLC models and project management methodologies such as Waterfall, Iterative, and Agile.
  • Strong attention to detail, with the ability to followthrough.
  • Excellent facilitation, verbal and written communication, collaboration, negotiation, and presentation skills.
  • Ability to operate effectively in a changing environment with multiple priorities.

Additional Considerations

  • Demonstrated experience in organizing, planning, and managing information technology related projects ranging in size/scope from low risk/complexity to high risk/complexity.
  • Project management qualification by the Commonwealth of Virginia, or PMP certification, or equivalent.
  • Experience using project and portfolio management tools.
  • Understanding of and experience with the Commonwealth of Virginia project management standards.
