    The Position: We are looking for a candidate who will be performing the role of a Proposal Manager, directly supporting AM Pierce leadership and back-office teams through managing, coordinating, and writing proposals in support of NAVAIR opportunities.

    The Location: California, MD

    The Work Environment: Hybrid.

    Requires the employee to work inside the office space at a desk for the majority of the workday. Telework arrangements are possible. The employee may be required to work long hours (evenings) and/or weekends to meet strict deadlines, for example during peak proposal activity.

    The Description:

    • Support business development, capture management and proposal development of NAVAIR opportunity pursuits.
    • Ensure top quality assistance to business entities for proposal development to include compliance, technical accuracy, and on-time delivery.
    • Lead proposal development projects to develop compliant, compelling NAVAIR-specific proposals.
    • Research and understand Statements of Work (SOW)/Performance Work Statements (PWSs), Requests for Proposals (RFPs), Requests for Information (RFI), and other proposal requests from US Government customers and prime contractors/teammates.
    • Coordinate proposal kickoff and debrief meetings, as well as color team reviews.
    • Interviews SMEs to extract highly technical information and convert it into effective proposal content per solicitation requirements.
    • Translate complex ideas into easily understandable text.
    • Lead and participate in collaborative sessions to define and refine win strategy, competitive assessments, and customer pain points or hot buttons.
    • Write, review, edit, and recommend changes to proposals, white papers, RFI responses, Sources Sought submissions, and other technical documents.
    • Create writing templates and other proposal tools, such as document outlines and compliance matrices.
    • Coordinate with the Contracts, Subcontracts, and Pricing managers and analysts on cost, contractual, and subcontracting proposal volumes to ensure appropriate schedules and inputs are met.
    • Develop graphics, charts, diagrams, and other visual aids to help communicate technical concepts.

    Education & Experience:

    • Ability to obtain and maintain a minimum of a DoD Secret Clearance, required.
    • Bachelor of Arts or Science degree.
    • At least eight (8) years of experience in supporting business development and capture of NAVAIR opportunities valued >$50M.
    • Experience supporting Seaport-e proposal development.
    • Strong organizational and time management skills.
    • Excellent written, proofreading and editing skills.
    • Experience developing detailed, complex graphics.
    • Experience in document design and desktop publishing.
    • Advanced Microsoft Office Software skills to include Word, Excel, and Power Point.

    Travel:

    • On some occasions, the employee may be required to drive to offices or buildings near the work site. In rare occasions, travel may be required.
