Summary:


Island Creek Associates, a professional services firm, is currently seeking an FMS Management Analyst, Journeyman to support PMA-299, Patuxent River, MD.

The FMS Management Analyst supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs with other members of the Security Cooperation team, and under directions of the Case Manager/Program Manager/Team Lead, assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manuel (SAMM) and the International Traffic in Arms Regulation (ITAR), as well as applicable DoD Acquisition policy guidance.

Support the determination of the decision to release information regarding program objectives or information.


Duties/Responsibilities:


  • Applies analytic techniques in the evaluation of program/project objectives.
  • Analyzes requirements, status, budget, and schedules.
  • Performs management, technical, or business case analyses.
  • Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs.
  • Tracks program/project status and schedules.
  • Applies governmentinstituted processes for documentation, change control management, and data management.
  • Demonstrate experience in the program/project status and schedules.
  • Demonstrate training/knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, lifecycle management of military acquisition programs (as specified in the DoD 5000 series).
  • Supports training efforts through the integration of documents into Government databases.
  • Demonstrates experience processing program acquisition, funding, and contract documentation for military programs.
  • Provides Training Team program management and technical expertise in support of PMA299 MH60R acquisition case.
  • Participate in weekly case Core agenda meetings.
  • Review and finalize PM agenda submissions for Case Training.
  • Participate in weekly Security Cooperation Stakeholder meeting to ensure all facets of case are discussed, challenges addressed, and action items assigned in order to maintain overall LOA schedule.
  • Responsible for overall management and facilitation of Case Training program, to include Curriculum development for both Aircrew and Maintenance students, Classroom infrastructure buildout and contracting, Simulator reconfiguration for FORNAT use, International Military Student training track programming and logistics, Manufacturer engineering/training coordination, and all associated RFT timelines with each effort.

Required Education


BA/BS in a Program Management, Technical, or Business Analysis discipline from an accredited college or university as recognized by the U.S.

Department of Education.


ALLOWABLE SUBSTITUTION:

AA/AS in a Program Management, Technical, or Business Analysis discipline from an accredited college or university as recognized by the U.S.

Department of Education with an additional four (4) years of experience in the functional duties; OR High School Diploma/GED with an additional six (6) years of experience in the functional duties.


Required Experience
Three (3) to six (6) years of experience related to weapon systems acquisition and life cycle management. A demonstrated working knowledge of DOD SAP policies and procedures relating to FMS is required.

Experience with identifying programmatic requirements for FMS agreements and responding to Letters of Offer and Acceptance (LOA), Price and Availability (P&A), Request for Information (RFI) and Request for Proposal (RFP) is required.

Position Type and Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday. Core working hours are 8:00am to 3:00pm. Evening and weekend work may be required as job duties demand. CWS is authorized for this position.


Travel
Travel less than 10% of the time is expected for this position.


Work Environment
This job operates in a professional office environment.
