Construction Manager- Disaster Recovery - St Thomas, United States - Hill International
Description
Job DescriptionHill International is seeking a Construction Manger in Saint Thomas, Virgin Island.
Responsibilities
Manage a team of construction oversight staff to monitor construction progress, consistency with agreement and environmental clearance document, and health and safety plan implementation during construction projects under programs.
Develop and maintain positive relationships with project stakeholders, including owners, subcontractors, and regulatory agencies.
Overseeing all onsite and offsite constructions to monitor compliance with building and safety regulations.
Select tools, materials and equipment and track inventory.
Plan ahead to prevent problems and resolve any emerging ones.
Negotiate terms of agreements, draft contracts and obtain permits and licenses.
Analyze, manage and mitigate risks.
Ensure quality construction standards and the use of proper construction techniques.
Oversee the planning and overseeing of construction activities on behalf of client.
Evaluate and monitor budget, staffing, equipment and material against the defined scope and schedule.
Responsible for review and recommend certifications for payment and construction change orders.
Prepare reports to the Project Manager, based on monitoring visits of construction projects under programs.
Provide feedback to representative based on the observations obtained after conducting monitoring visits.
Assist to develop construction document reviews.
Oversee all aspects of project closeout, including final inspection and resolution of any punch-list items.
Qualifications
Must have a bachelor's degree or higher education. PMP preferred.
Must have obtained OSHA 30 hours training certification in the construction industry at least five (5) years ago.
Prior FEMA disaster response and recovery experience within the last 10 years or more.
Must be able to work both independently and in a team environment and under stressful conditions
Must have experience in federally funded construction projects within the last five (5) years.
Travel may be required.
Must be local to the project (US, USVI or PR)
Must have fluent verbal and written communication skills.
