    Summary

    As a Lead Management and Program Analyst (COR) you will perform highly complex and challenging activities under minimal direction of a manager, conducting analysis and evaluations to support contracts for major system and service acquisitions, which have characteristics such as technical complexity, mission essential, high visibility, and high dollar value for both pre- and post-award actions.

    Duties

    Serves as a Lead Management and Program Analyst (COR). Employee is a recognized subject matter expert performing highly complex and challenging activities under minimal direction of manager. As the Lead, directs and assigns work of team members. Approves short-term leave requests. Participates in developing responses to bargaining unit inquires, grievances, and notification to union representatives. Reports and makes recommendation to sub-team manager on performance, progress and training needs of employees, complaint resolution, and disciplinary actions. Makes recommendations to sub-team manager regarding personnel actions. Incumbent leads a group of lower-level employees that are involved in performing analysis and evaluations to support contracts for major system and service acquisitions. Typical assignments may include providing guidance to less-experienced professionals; leading large project/program teams; defining internal policies/procedures; predicting potential issues and proposing preventive actions.

    Applies experience of management principles and analytical/evaluative methods for assessing program and improving organizational efficiency. Monitors effectiveness of operations and identifies problems utilizing appropriate regulations and procedures. Provides program support by leading procurement initiatives. Performs analysis of metrics and provides report of findings to management. Designs and recommends solutions to complex problems; and develops improvements to systems and/or processes to improve operational efficiency. Consults with more experienced specialists concerning significant modifications to work processes prior to implementing new approaches.

    Serves as Senior Contracting Officer Representative (COR) for the group by analyzing, evaluating, coordinating, reviewing the work completed by COR employees such as the document examples that follow, contracting packages, such as Statement of Work (SOW), Independent Government Cost Estimate (IGCE), Sole Source Justification (SSJ), and other contracting documentation. Applies innovative and advanced acquisition skills. Works with the contracting officer to facilitate pre-solicitation contract activities. Tracks/analyzes the data to ensure compliance with policies, procedures, and transparency. Conducts various meetings, to include monthly status meetings with the acquisitions office and senior leadership.

    Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large programs work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.

    Contacts are internal/external, with regular contacts among AJW and AT, customers, and other external parties. Often represents the major subdivision as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/policies/issues. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences. Stays alert to changing customer needs and challenges, seeking and using customer feedback and suggestions to enhance effectiveness.

    May be called upon to communicate FAA positions on policies and procedures internally/externally. The work involves coordinating with various groups and job roles, including other management and program analysts, FAA management/leadership, and other government agencies. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches.

    Work typically is reviewed only at completion for success in achieving planned results. The work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, AJW, and/or ATO; and may affect the objectives of the FAA. In some specialties, the work often affects customers.

    TO QUALIFY AT THE FV-J (FG/GS-14/15) level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.

    SPECIALIZED EXPERIENCE includes overseeing and applying advanced contracting skills to acquisition programs for multiple contracts; compiling and analyzing data from various sources; identifying and recommending solutions for complex issues that arise.
