Summary
The Management and Program Analyst provides Contracting Officer Representative (COR) functions on the Integrated Logistics Subteam, AJW-L511.
Duties
Performs multiple and varying assignments and works across functional and/or organizational lines at the Federal Aviation Administration Logistics Center (FAALC) under the limited guidance of a manager, project/program
manager, team leader, or more experienced professional. May act as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities.
Applies experience and advanced knowledge of management principles and processes; and the analytical and evaluative methods and techniques for assessing program and improving organizational effectiveness and efficiency. Conducts analysis and evaluations to support contracts for major system and service acquisitions, which have characteristics such as technically complex, mission essential, high visibility, and high dollar value for both pre- and post-award actions. Provides program support for procurement initiatives. Identifies, collects, and analyzes factual information, project papers, briefings, reports and/or charts, to include performance metrics, on
program activities for presentation to, or by, senior management. Performs analysis of metrics and provides report of findings to management. Identifies problems and recommends improvements to systems and/or processes to improve operational efficiency.
Serves as the Contracting Officer Representative (COR) for the group by analyzing, evaluating, coordinating and providing contracting packages, such as Statement of Work (SOW), Independent Government Cost Estimate (IGCE), Sole Source Justification (SSJ), and other contracting documentation to the acquisition office. Works with the contracting officer to facilitate pre-solicitation contract activities. Tracks and analyzes contract data to ensure compliance with policies and procedures. Recommends solutions for complex/difficult problems.
Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. Assists project managers with the planning, scheduling, and tracking of projects or tasks from initial planning through project/task completion. May identify and request additional resources, as needed. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions.
Contacts typically are internal and external, with regular contacts among AJW and ATO, customers, and other external parties to share information about the FAA and explain the applications of acquisition policies and procedures. The work involves coordinating with various groups and job roles, including other management and program analysts, contracting officer representatives, technicians, engineers, item managers, program managers, project management specialists, provisioners, logistics management specialists, equipment specialists, financial and accounting specialists, contracting officers/contracting specialists, contractors/vendors, FAA management/leadership, and other government agencies.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee.
This position requires involvement with and access to law enforcement sensitive materials involving Customs and Border Protection Law Enforcement systems, projects, programs, files, drawing and data. The applicant will be required to successfully complete a high-risk security level clearance (., Background Investigation) to support the CBP program.
