Description
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.This National Guard position is for a PROGRAM ANALYST (TITLE 32), Position Description Number D190500 and is part of the OK JFHQ, Oklahoma Army National Guard.
Responsibilities This position is located in the USPFO.The primary purpose of the position is to provide management with objectively based information to effectively assess the full range of logistical asset accountability of all units/activities within the state.
Identifies process, system, and equipment on hand deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommends corrective action for each.
Serves as advisor to the USPFO and staff members regarding compliance, readiness posturing as relates to accountability, and mission limiting issues.
Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization.Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations.
Plans, coordinates, and carries out fact-finding and analysis of issues necessary to complete each phase of assigned projects.Analytical methods contained in applicable regulations and guidelines are not always applicable to specific work; Incumbent adapts methods to meet needs of the specific situation.
Collectively evaluates management effectiveness of property management functions and informing management of their programs. Coordinates and/or conducts management studies of organization, staffing, work measurement, methods, or procedures.Incumbent reviews administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendations to improve accountability processes and corrective actions.
Monitors all unit standardization/evaluation type programs ensuring adherence to all requirements defined in Department of the Army (DA), National Guard Bureau (NGB), and local publications or other applicable directives.
Identifies or creates metrics and measures progress toward accomplishment of unit plans, programs, goals, and objectives regarding federal property and supply accountability.
Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives.
Performs 100 % inventories of unit/activity equipment and supplies and analyzes requisition data to determine causes of any discrepancies.Develops cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment.
Interprets a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices.Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with factual, objective assessments of the unit's ability to conduct unit logistics operations and account for federal property.
Analyzes, evaluates, validates, and identifies ways to improve the mission, function, and activities of the organization.Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with information needed for effective direction of programs to include reports identifying limiting factors, program management opportunities, and availability of equipment on hand.
Advises the USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation.
Recommend corrective action to re-establish and ensure unit/activity compliance, with applicable logistics and physical security regulations and directives, with a specified suspense date.
Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports.
Manages the evaluation program to ensure required actions are tracked and completed. During the assessment, the examiner reviews and ensures ground safety, fire prevention and security standards are being followed. Makes recommendations, reviews responses and ensures that corrective actions are performed.Requirements Conditions of Employment Qualifications Military Grades:
E-5 through E9, or W-1
GENERAL EXPERIENCE:
Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management.
Experience using computer and automation systems.SPECIALIZED EXPERIENCE:
Resume must reflect at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques.
Experience analyzing, interpreting and developing policies and procedures of local management.Knowledge of administrative logistics and physical security regulations and operating procedures and possesses skills in applying fact-finding and investigative techniques (e.g., supply personnel and unit commander interviews, review of work procedures, command supply discipline and financial liability of loss reports, instructions, records, and files) to gather clear-cut factual evidence of compliance with logistics and physical security regulations, directives and local standing operating procedures (SOP).
Specialized knowledge of logistics and supply operations in order to validate status of on hand property and equipment regarding excess property postures, turn-in procedures, equipment/supply receipt procedures, processing statement of charges, posting adjustments to property records, accountability procedures, and review of durable/expendable document registers.
Knowledge in conducting interviews and evaluations, analyzing findings and developing recommendations for corrections or improvements in the evaluated program.Providing evaluation criteria for studies and evaluations ensuring there are standards to measure effectiveness of individuals and programs Thorough knowledge of organization mission, logistics capabilities and requirements, to effectively communicate scope of the review, including regulatory standard, discrepancies and recommend corrective actions during entrance, and exit briefings to applicable unit/activity, staff, and directorate personnel.
Expert knowledge of administrative regulations and operating procedures to identify, analyze, and provide recommendations for improving management, administrative, operations and maintenance methods and procedures.
Interpreting technical requirements allows the incumbent to make independent judgments and provide recommended changes to improve efficiencies.Knowledge of Department of the Army (DA), Army National Guard (ARNG), policies, procedures, regulations and precedents; enabling the incumbent to correlate and implement change to program goals and objectives directly associated with accountability requirements and goals of the USPFO and Chief, NGB.
Education Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
