    Position Overview

    The Capital Development Board is looking to hire a Contract Specialist I. This position will perform complex, technical functions in reviewing contractor and subcontractor financial disclosures for completeness and accuracy. Evaluates contractors and subcontractor's recertification submittals and maintains and updates the database system for this process. Assists staff in the preparation of forms and review and reconciliation of financial disclosures and recertifications.

    Essential Functions

    30% 1. Serves as the Contract Specialist for Financial Disclosures.

    • Interprets and applies rules and regulations, policies and procedures to the flow and processing of contractor and subcontractor financial disclosures and annual recertification submittals. Independently reviews contractor and subcontractor financial disclosures and annual recertification submittals for conformity with the Illinois Procurement Code, as well as applicable Agency rules, regulations, policies and procedures.
    • Acts as a liaison to firms to discuss and reconcile discrepancies referring the more unusual issue to supervisor.
    • Responds to inquiries from the Chief Procurement Office and Procurement Policy Board during the approval process.
    • Interacts with Contract unit's Administrative Assistant I regarding the coordination and reporting of the financial disclosure and recertification process.

    Serves as a liaison to contractors and subcontractors, agency staff, the Chief Procurement Office, the Procurement Policy Board and the general public and maintains public relations.


    • Presents complex information in a clear and concise manner to these entities. Resolves discrepancies using guidelines and inherent judgement.
    • Responds to inquiries and explains procedures and rules regarding the financial disclosure and annual recertification process.
    25% 3. Maintains the AS400 database system for CDB. Inputs information regarding disclosures and recertifications.

    • Performs data entry of receipt, review and approval and assures the information is correctly and timely entered.
    • Reviews information to be utilized in report generation and document preparation. Develops and implements new procedures to fill changing information needs.
    10% 4. Assist contract unit staff in the preparation of potential conflicts of interest forms.

    • Reviews forms and assists with changes.
    5% 5. Assist contract executives in the review and reconciliation of financial disclosures and recertification for architects/engineers and consultants.

    • Communicates with staff to assist with the final reconciliation of financial disclosures.
    5% 6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

    Minimum Qualifications


    • Requires knowledge, skill and mental development equivalent to completion of two (2) years of college.2. Requires one (1) year work experience in the building construction field.
    Preferred Qualifications


    • Working knowledge of computers and other basic office equipment.2. Working knowledge of procurement best practices.3. Working knowledge to independently review financial disclosures.

    The Capital Development Board (CDB) oversees the construction of new state facilities, such as prisons, state parks, mental health institutions, and college and university projects.

    In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.
