The Contract Closeout Specialist is expected to support the preparation, generation, and performance of all contract closeout actions, documentation, and data entry into PRISM.

Closeout services shall be provided on a completion basis with completion defined as signature on the final closeout modification by a Government Contracting Officer.

Update any required databases, spreadsheets and systems related to contract closeout actions.


Typical duties include:

  • Track, monitor, transport and store the contract closeout files from the Government until final shipment and disposition of the contract files.
  • Prioritize contract closeouts with Unliquidated Obligations (ULO's) with an emphasis on recovering usable funds
  • Ensure that the total funds obligated match the total payments made. Final reconciliation of funds may require coordination with the Financial Manager and payment office.
  • Verify final payment status of contractors. Copy of invoice should be included in final package submitted for closeout.
  • Prepare notations as required in support of final closeouts.
  • Assemble an Irreconcilable Package Requirement that documents all efforts made to obtain missing documentation in a memorandum for record.
  • Prepare and process contract closeout files for archiving once closed.
  • Required to routinely lift and handle boxes weighing up to 35 pounds to prepare closeout files for archiving.
  • Enter the accession number and storage location in PRISM
  • Provide technical and management support regarding contract closeout actions as requested. This support may include keeping inventory of expired contracts in storage, and support of OCS and FM projects related to contract closeout and deobligation of excess, canceling or expired funds.
  • Validate the information provided from the NGA Financial Management (FM) Directorate of current and completed contracts. Resulting validation may also require contractor to prepare and process modifications to deobligate excess funds for those contracts where residual contract funding can be removed and returned to the Government.

Education Requirements:


  • Bachelor's Degree in Business Administration or businessrelated field such as Accounting, Management, Finance, Marketing etc.

Certification Requirements:


  • DAWIA "Contracting Professional" certification

Experience:


  • 7 years of contract closeout experience
  • Proficient computer skill in Microsoft Access, with a focus in Excel.
  • Proficient skill in PRISM
  • Experience in Contract Closeout support utilizing Department of Defense contracting authority set forth in the Federal Acquisition Regulation (FAR) and DoD Federal Acquisition Regulation Supplement (DFARS)

Salary Range:

$120,000 to $127,000
