    DESCRIPTION:
    Under the general direction of the Facilities Director, the Project Manager performs duties related to project management, contract management, and maintenance planning and acts as the liaison to Town Committees, Principals, Department Heads, and vendors. The Project Manager will also assist with the yearly budget building, create and sustain environmental initiatives, seek out and apply for grant opportunities related to energy conservations, and assist with any other Facilities Department work as needed.

    SUPERVISION RECEIVED:
    Works under general supervision provided by the Facilities Director.

    INDEPENDENT ACTION:
    Works independently, to perform highly responsible duties of a complex and technical nature requiring independent judgement in performing sophisticated analysis and ensuring that operations conform to applicable laws, rules, regulations and polices. Refers unusual or problematic matters to the Facilities Director.

    SUPERVISION EXERCISED:
    May be required to supervise Clerk of the Work and other employees as directed by the Facilities Director.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:
    The Project Manager performs the following duties:
    • Works with the Facilities Director to define a scope of work and time schedule for each project.
    • Works with the Facilities Director and Financial Information and Procurement Specialist to develop construction project specifications.
    • Review and comments on detailed specifications and drawings written by architects and engineers.
    • Work with the Facilities Director and/or his designee in managing the procurement of the designers, contractors, materials and equipment needed to complete projects as scheduled.
    • In the absence of a Clerk of Works, reviews project change orders and makes recommendations to the Facilities Director,
    • Completes periodic progress reports and maintains a complete set of records for all the assigned construction projects.
    • Assures all Operations & Maintenance (O&M) manuals, As-Built drawings and close out documents are received and filed appropriately.
    • Assures punch list is completed in a timely manner with the appropriate detail.
    • Reviews and approves project related expenses for payment in a timely manner. Coordinates the resolution of billing disputes.
    • Reviews future utility costs provided by engineers for accuracy.
    • Attends committee meetings related to studies, schematic design, design documents, construction and close out project.
    • Insures the Designer/Engineer meets his or her contractual obligations.
    • Meets with the Clerk of Works of major building projects on a regular and specified basis.
    • Attends weekly construction meetings, records information and follows up on issues which may arise. Acts as Towns representative when Director has scheduling conflicts.
    • Acts as a liaison regarding building projects to the following: Fire Department, Code Enforcement Department, Department of Public Works, and other federal, state or local authorities.
    • Coordinates all facets of the construction project with the Clerk of Works and Department Head or Principal.
    • Prepares a detailing maintenance/inspection task list for each major building system component.
    • Develops specific maintenance instructions unique to each piece of equipment based on the manufacturer's recommendation and good maintenance practice.
    • Cultivates and supports sustainability policies related to municipal buildings, participates in internal design discussions and works closely with the Facilities Director to measure performance in meeting benchmarks for energy reduction efficacy improvements to municipal buildings. Develops multi-year capital plans in conjunction with Facilities Director for building improvements, which are aligned with the Town's Energy Net Zero goals.
    QUALIFICATIONS:

    ESSENTIAL KNOWLEDGE:
    Employee must have knowledge of the following:
    • Public procurement laws and regulations.
    • Construction and design services contract administration procedures.
    • Energy Savings initiatives and measures in projects.
    • Knowledge of price trends and grades of quality of materials and equipment.
    • Knowledge of the methods, materials and tools/equipment used in the construction of buildings.
    • Local government practices and procedures.
    • Report writing and preparation.
    • Microsoft Word, Excel, PowerPoint and Project
    • Capital Asset Management Software.
    ESSENTIAL FUNCTIONS OF THE JOB:

    • Communicate and provide answers to questions from Town Committees, Principals, Department Heads, Contractors, Architects, Clerk of Work and vendors.

    ADDITIONAL FUNCTIONS OF THE JOB:
    • Attend off-site and off regular hours/meetings, as requested
    • Lift objects are required.
    PHYSICAL AND ENVIRONMENTAL DEMANDS:
    The physical and environmental demands described here are representatives of those that must be met by an employee to successfully perform the essential functions of this job.
    • Normal office environment, may be subject to extremes in temperature with unavoidable exposure to inclement weather and a variety of hazardous conditions such a humidity, rain, sleet, snow, ice, and wind, noise, odors, etc.
    • May work near moving mechanical parts, high volume traffic and in high precarious places,
    • Regular lifting and carrying of files, documents, records, etc.
    • Regular interruptions to assist staff members
    • Some travel by personal automobile to job sites.
    EXPERIENCE AND TRAINING GUIDELINES:
    The employee must possess any combination of experience and training that would likely provide the required knowledge and abilities. Typically that combination would be:

    Experience:
    Knowledge and experience in construction management
    Knowledge and experience in sustainability, planning, environmental management, climate change, energy efficiency, renewable energy and environmental sustainability principals. Experience stakeholder engagement, social media marketing and outreach.

    Formal Education:
    High School Graduate, Associate Degree in Business Administration preferred.
    An Associate's or higher degree with a major in business administration, business management or public administration may be substituted for two years of required experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of two years experience.

    Training:
    Supplemental courses, training and/or education in a related field are highly desirable. Massachusetts Public Procurement Official Certification preferred but not required. Project Management Professional Certificate highly desirable.

    SPECIAL REQUIREMENTS:
    Must possess, or be able to obtain by hired date a valid Class D State Driver's License.
    Must provide proof of vehicle insurance.
    Successful completion of a criminal records check (CORI)
    Successful completion of Fingerprinting Background Check.
