    Description


    This employee performs advanced professional level work which involves a high degree of independent judgment and responsibility in the administration of the City.


    Responsibilities include maintaining liaison with various City departments and performing staff work which may involve administrative analysis, budget preparation and administration, management studies, and interaction with citizens.

    Performs related duties as required.

    Understand how to collect and synthesize both qualitative and quantitative data from interviews, surveys, and research for the purpose of better understanding problems and designing solutions.

    Communicate Effectively . Clearly communicate across mediums including facilitating innovation teams with varying levels of knowledge of the innovation process.

    Think Strategically.

    Contribute to the direction of innovation and process improvement across the city.

    Manage Time.

    Demonstrate superior time management skills:
    ability to effectively balance multiple responsibilities and priorities simultaneously.

    Knowledge of:
    Management principles regarding program evaluation, staffing requirements, tables of organization, and administrative analyses. Performance management and innovation methods and processes.
    Project Managment skillset capable of managing project teams to timelines and time-based deliverables
    Theory of Change models and frameworks
    User research principles, preferably related to survey design, interviews, and focus groups
    Design Thinking Methodology
    Human-Centered Design Principles
    Quasi-experimental evaluation approaches
    Cost-benefit and cost-effectiveness analysis
    Principles of continuous improvement
    Business management processes
    Management principles regarding program evaluation, staffing requirements, tables of organization, and administrative analyses.
    Preparing and facilitating executive level (C-suite) presentations and value proposition decision-making

    Skill to:
    Perform complex analyses of problems and formulate solutions.
    Quickly understand City department's data needs.
    Coordinate management of cross-functional projects including working with multiple people with varying levels of technical knowledge.
    Evaluate obtained city data e.g., public safety, public services, internal services.


    Ability to:
    Adapt to new processes and technologies and become proficient in their use. Provide guidance, support and technical supervision to other staff in all issues pertaining to applications and databases.
    Maintain positive employee and customer relations.
    Process complex information while maintaining attention to detail.
    Communicate clearly and concisely, both orally and in writing. Prioritize work; manage time to meet deadlines.
    Make decisions based on data analysis and observation.
    Maintain confidentiality of City information.
    Interrelate work from one project to another; identifies and provides necessary strategies to accomplish programs and projects.
    Develop plans to ensure timely program/project execution.
    Performs other tasks related to the management of programs, policies, and procedures as needed.
    Establish, maintain, and manage relationships with client departments, offices, and external City partners around analytics and data-sharing.

    Compiling and analyzing internal city data for external reporting.
    Collaboration with subject matter experts from all departments on data related projects.
    Consulting with departments on proper data procedure.
    Clear and succinct project plans and execution methods.
    Written reports that are clear and concise with the ability to update based on audience.
    Facilitating the creation of and monitoring performance measures (key performance indicators)
    Process mapping
    Evaluation of pilot program outcomes
    Survey creation

    Each applicant must have a bachelor's degree in Business Administration,

    Political Science, Business, Urban Planning, Communications, Sociology, Psychology, or

    a related field.


    Relevant experience may be used to substitute for education requirements; relevant education may be used to substitute for experience requirements.


    PREFERRED
    Bachelors plus three years related experience.
    Masters in a related field and one year of experience.


    OTHER REQUIREMENTS
    Some positions may require a valid Driver's License.

    MILITARY EDUCATION & EXPERIENCE EVALUATION


    Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
