Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR), a business group within HII's Mission Technologies division.

From towers to processors, we design, develop, integrate and manage the sensors, systems and other assets necessary to support integrated intelligence, surveillance and reconnaissance (ISR) operations, exploitation and analysis for the Intelligence Community, the military services, geographic and functional combatant commands and DoD agencies.

Who We Are


HII - Mission Technologies seeks a full-time Senior Committee on Foreign Investments in the United States (CFIUS) Analyst to support our customer in the Centers for Medicare and Medicaid Services (CMS) effort.

This individual will work full-time hybrid, with on-site work in Woodlawn, Maryland, and may travel up to 10%. Potential to work up to 3 days on-site; and at least 2 days remotely. This CMS effort supports technology development, threat analysis, operations integration, data analytics support, and technology transition assistance.


What You Will Do
In this role, you will work on cutting-edge policy, legal, and operational issues at the nexus of national security, emerging technologies, and international economics and finance


Specifically:

  • Serves as a CFIUS Analyst, able to advise, draft, and review documentation, policies, and procedures IAW applicable Federal Law, Executive Orders, Presidential Decision Directives, and local agency policy.
  • Ensures deadlines are met.
  • Utilizes SharePoint and MS Excel for case management.
  • Gathers, analyzes, evaluates, and prepares recommendations for program improvements, organizational process changes, optimization, development, and / or administration efforts for the CFIUS program.
  • Develops, drafts, edits, and reviews policy, procedures, and processes to provide critical information in support of formal CFIUS assessments on behalf of CMS and Department of Health and Human Services (DHHS), pursuant the Department of Treasury CFIUS program.
  • Prepares, produces, edits, and disseminates, both scheduled and ad hoc, formal and informal reports, summaries, and products as directed by [contractor and government] Senior leadership.
  • Provides advice, recommendations, and oversight to CMS policy and procedure development relating to CFIUS, security, and analysis.
  • Helps identify, as appropriate, any national security concerns that arise as result of the transaction, that is a direct equity for CMS or may be an indirect equity for HHS.
  • Monitors compliance with national security agreements as needed.
  • Performs allsource research and due diligence on international transactions.
  • Provides authoritative advice, analytical support, and recommendations on key missioncritical policy issues.
  • Drafts Risk Based Analysis (RBS) for cases as needed or requested.
  • Drafts memos, case summaries and PowerPoint presentations as requested.
  • Performs analysis of all HHS OpDiv and StaffDiv input, as requested.
  • Participates in and conduct policy review and analysis of a complex, highly sensitive nature on specific cases.
  • Conducts indepth analysis and provide recommendations in certain cases concerning: the CMS/HHS programs' risk posed by the transaction, or the options available to mitigate the risks posed by the transaction.

What We Are Looking For

  • 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
  • Experience drafting, reviewing, and editing documents, policies, and procedures concerning CFIUSrelated matters.
  • Experience utilizing various opensource research platforms.
  • US Citizenship required.
  • Clearance: Must possess a minimum Position of Public Trust Security Clearance.
  • Proficiency in using the Microsoft Office suite of programs, including Office 365, and SharePoint.

  • 10+ years' experience and familiarity with the CFIUS process and analysis with a master's degree or bachelor's with 15+ years of analytical experience.
  • Experience conducting analysis and activities in a Title50 or Title10 environment.
  • Experience conducting analysis and activities in a nonTitle50 or nonTitle10 environment.
  • Graduate of a US Government Intelligence or Open-Source Analysis Course.
  • Thoroughly familiar with EO 13587 and 721 of the Defense Production Act of 1950, as amended (section 721), and as implemented by Executive Order 11858, as amended, and the regulations at chapter VIII of title 31 of the Code of Federal Regulations.
