    I. DESCRIPTION OF SERVICES

    Texas Health and Human Services Commission requires the services of Business Analyst , hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst , Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission .

    All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

    Level Description

    years of experience in the field or in a related area as a senior Business Analyst (Technical). Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. + years of experience as a data analyst analyzing raw data using Excel, Tableau, etc.

    Job Description

    Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

    Business Analyst (Maintenance and Operations Support) position will perform advanced (senior level) business and systems analysis work that involves gathering, developing, and documenting user requirements, and reviewing and assessing business processes and tools. Will work in concert with appropriate stakeholders on IT solutions and business decisions to support the organization's short-term and long-term business goals/strategy to ensure they align with IT strategies and project requirements, provide technical support and assistance to users of Childcare Licensing Automation Support System (CLASS), CLASSMate and Public and Provider applications. This position will be responsible for stakeholder collaboration to gather and document requirements, statistical reporting, effectively communicating with non-technical audiences to understand business needs, ability to apply critical analytical approach to problem solving, ability to understand new information effectively and quickly, identify process improvement opportunities, Knowledge of large-scale IT operations and information technology industry trends.

    II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
    Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience Required Effectively communicate with non-technical audience to understand business needs and explain complex systems and technical topics in clear and concise manner. Required Strong verbal and written skills in communicating with peers and different levels of users. Required Strong systems analysis skills as needed. Required Creates, edits, and maintains technical documentation for current and future applications , technical reference manuals and production control manuals. Required Works with stakeholders to understand their technology needs and issues in performing their day-to-day work. Required Strong Database query languages (SQL, PL/SQL) experience. Required Skilled documenting processes. Required Strong skills assisting with unit testing. Required Experience with CLASS, CLASSMate and/or Public and Provider and interfaces with the DFPS IMPACT application. Preferred Conducts work sessions with users and project team members to document requirements, develop use cases, and/or technology solutions. Preferred Assists project team members with analysis and interpretation of user requirements. Preferred Develops Use Case documentation. Preferred Works with developers to interpret and provide clarification on Use Cases as needed. Preferred Experience working on projects utilizing agile project management methodologies. Preferred Experience with Health and Human services or Child Care Licensing Preferred Knowledge of Jira Service Management. Preferred Knowledge of Software Development Life Cycle (SDLC) and high-level system design methodologies and techniques (entity/relationship models, data/process flow diagrams); object-oriented programming and of programming client/server applications. Preferred Knowledge of the Business Analysis Body of Knowledge (BABOK). Preferred CBAP or similar Business Analyst certification.
    III. TERMS OF SERVICE

    Services are expected to start // and are expected to complete by // . Total estimated hours per Candidate shall not exceed hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
    IV. WORK HOURS AND LOCATION

    Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission . Normal business hours are Monday through Friday from : AM to : PM , excluding State holidays when the agency is closed.

    The primary work location(s) will be at W. st Street, Ausint, TX . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

    The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission .
    V. OTHER SPECIAL REQUIREMENTS

    B) The primary work location will be W st Street, Austin, Texas . Position will be % remote. Prefer candidates who are within the state (Any location within the State of Texas).

    C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.

    D) The worker may be required to work remotely at HHSC discretion, up to percent of the time.

    E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
