    General Summary & Essential Responsibilities


    JOB SUMMARY


    Performs responsible and professional work providing direction, coordination, evaluations, and scheduling of building inspections services, including developing and implementing processes and procedures to ensure that efficient, accurate and consistent inspection service is provided to all customers.

    Work includes advising the local building industry and property owners on code requirements and interpretations.


    ESSENTIAL JOB FUNCTIONS

    • Coordinates activities of assigned building inspection personnel, including formulating work schedules.
    • Develops and maintains processes and procedures within the inspection scheduling software to improve speed and quality of building, plumbing, mechanical, electrical, roofing, multi-dwelling and commercial inspections.
    • Works with local construction industry and homeowners to ensure compliance with all applicable building codes.
    • Inspects properties to resolve conflicts and complaints regarding plan deviations, plan and code interpretations, or to provide guidance and technical assistance, following established rules, regulations, and procedures in determining the nature of violations and in obtaining compliance with regulations or codes violated.
    • Interprets applicable building codes, County codes, and local and state requirements, both verbally and in writing, to citizens and staff.
    • May assist the Inspections Manager by providing additional knowledge with County staff and Elected Officials on issues surrounding interpretations and compliance with all applicable building codes while attending the Charlotte/Desoto Building Industry Association (CDBIA) meetings.
    • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
    Min. Education, Licenses and Certifications


    Education and Experience:
    An equivalent combination of relevant training, education and experience:


    • High school diploma or equivalent.
    • Seven (7) years of building inspection field experience, and two (2) years of progressively responsible experience in coordinating and scheduling building inspections.

    Licenses and/or Certificates:

    • Must maintain a valid driver's license.
    • Florida State Inspector's License in one or more of the following disciplines:
    • Building
    • Roofing
    • Mechanical
    • Plumbing
    • Electrical
    • Residential Building Inspector
    Knowledge, Skills and Abilities


    • Knowledge of departmental policies, plans, and procedures.
    • Knowledge of modern office practices, plans, and procedures.
    • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
    • Knowledge of building construction and inspection principles and practices, County codes and ordinances.
    • Knowledge of the principles and practices of building, zoning, FEMA, DEP, Florida Accessibility, Life Safety and Fair Housing codes.
    • Knowledge of mechanical, electrical, and plumbing methods and principles used in residential and commercial construction.
    • Knowledge of soils, static strength of materials, mechanics, concrete, reinforced concrete, steel and timber design.
    • Strong leadership, managerial, and customer service skills, to include team building, mediation and motivational skills.
    • Strong analytical and research skills; ability to ascertain priorities and meet deadlines and objectives.
    • Strong written and oral communication skills including the ability to resolve construction conflicts through mitigation.
    • Skill in the use of standard office computer equipment and software applications.
    • Skill in prioritizing and organizing work.
    • Ability to read and interpret plans, technical drawings, construction documents, specifications and blueprints, and compare them with construction in progress.
    • Ability to perform engineering calculations and interpret engineering plans; mathematical skills.
    • Ability to exercise judgment and discretion in applying and interpreting department rules, regulations, policies, and procedures.
    • Ability to make recommendations and to use resourcefulness and tact in solving new problems.
    • Ability to plan, organize, and direct the work of assigned personnel.
    • Ability to act as lead worker, when appropriate, with a team of subordinates and/or peers.
    • Ability to operate a motor vehicle.
    • Ability to maintain accurate records and reports.
    • Ability to use computers for data entry, word processing, and/or accounting purposes.
    • Ability to author reports, business correspondence, and procedure manuals.
    • Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.
    • Provide exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.

    PHYSICAL DEMANDS


    Stooping, crouching, walking, pulling, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, finger movement, repetitive motions, depth perception.

    Frequent lifting of 10 to 25 pounds; occasional lifting of up to 50 pounds.


    WORK ENVIRONMENT


    Work is primarily performed outdoors and is exposed to temperamental changes (e.g., warehouses, covered loading docks, garages) or irate customers, extreme noise, odors, heights and/or dust.

    The position requires some exposure or risk related to physical and/or mental health and safety (e.g., exposure to environmentally hazardous material, heavy equipment, assault and battery, communicable disease, etc.).
