    Assistant Commissioner/Negotiator - Manhattan, United States - New York City, NY

    Description

    The New York City Office of Labor Relations (OLR) is seeking an Assistant Commissioner to join its Executive Division, which is responsible for representing the Mayor in negotiating and implementing collective bargaining agreements with the City's over 350,000 unionized employees.


    This position will be assigned as lead negotiator for numerous collective bargaining units within the City and in that role will be responsible for leading a bargaining team composed of staff from the legal and research divisions, coordinating with the Office of Management and Budget's Labor Unit, and ultimately negotiating agreements in line with the City's objectives.

    Participation in mediation, arbitration, or administrative hearings may be required.

    The position will also advise over 40 City agencies on implementation and interpretation of collective bargaining agreements, work with City oversight agencies including OMB, DCAS, and the Law Department on matters of citywide personnel administration, act as a liaison with City Hall, and serve as an aide to the Commissioner and First Deputy Commissioner on all matters related to Citywide labor relations.

    Minimum Qualifications


    • A baccalaureate degree from an accredited college and four years of satisfactory full-time experience in labor-management relations or a closely related field, 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff performing labor-management relations; or
    • Education and/or experience equivalent to "1" above.
    Preferred Skills


    The ideal candidate will have significant experience in the labor relations field and be able to work independently on high-level matters, have outstanding communication and writing skills, and be able to manage a wide variety of assignments.

    Residency Requirement

    New York City residency is generally required within 90 days of appointment.

    However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
