    POSITION PURPOSE


    The Accounting Manager supports the agency's fiscal operations by performing a variety of functions by managing the day-to-day accounting activities and systems and ensuring compliance with applicable regulations and policies.

    This position is also responsible for financial reporting and providing oversight to accounts payable, accounts receivable, and Payroll.

    Additionally, this role prepares and assists in the development, implementation, and monitoring of accounting controls, ensures accounting policies are followed, optimizes accounting processes and platforms, and responds to accounting-related inquiries.

    ESSENTIAL FUNCTIONS/MAJOR DUTIES

    Financial Reporting and Compliance


    • Prepare, analyze, and present accurate and timely financial statements, including income statements, balance sheets, and cash flow statements.
    • Collaborate with internal teams to provide financial insights and recommendations.
    • Compile information in response to public record requests for financial information.
    • Process, review and distribute monthly departmental financial reports and other reports as requested; review monthly financial reports with program managers and update records as needed with appropriate documentation.
    • Identify significant trends and make comparisons to previous accounting periods.
    • Research financial problem areas using discretion in recording and analyzing the data.
    • Coordinate and prepare for biennial financial reviews and liaise with external auditors to ensure timely completion of financial reviews and compliance with associated requirements.
    • Review agency expenditures, including expense and credit card reports, and verify to ensure appropriate documentation and adherence to expense policy.
    • Assist with fiscal year-end close procedures and reporting, including the agency's reports for the state's Annual Comprehensive Financial Report (ACFR).
    • Maintain accounting files and documentation thoroughly, accurately, and in accordance with agency policy, contract requirements and accepted accounting practices.
    • Continuously identify opportunities to streamline accounting processes, improve efficiency, and enhance the accuracy of financial reporting.
    Accounts Payable & Receivable


    • Oversee the accounts payable and accounts receivable functions, ensuring accurate and timely processing of vendor bills, payments, grant disbursements, expense reports and A/R invoicing and collections.
    • Review open balances and perform monthly reconciliations.
    • Provide guidance to accounting staff and resolve escalated issues and requests quickly and effectively by determining the appropriate course of action.
    • Provide training and guidance across the agency on A/P and A/R procedures.
    Payroll


    • Review payroll entries and reports prior to processing.
    • Review updates to payroll systems, as well as PERS, OSGP, and benefits, and reconcile associated balance sheet accounts.
    • Review vacation payouts and other payroll adjustments.
    • Respond to employee inquiries and resolve issues related to employee payroll as backup to Payroll Accountant.
    • Provide training and guidance across the agency on applicable payroll procedures.
    Accounting Activities and System Administration


    • Administer and maintain the agency's accounting system (QuickBooks Enterprise), expense application (TravelBank) and accounts payable platform ).
    • Maintain the general ledger and chart of accounts, reconciling and reviewing accounts, and ensuring accuracy and completeness of financial data.
    • Maintain robust internal controls (manual controls and those within the accounting system) to safeguard the organization's assets and ensure compliance with accounting standards, regulations, and Travel Oregon's policies.
    • Participate in meetings/planning/initiatives (individual, team, department and agency-wide) to support a strong workplace culture and successful performance/execution of agency strategy.
    • Elevate/solve issues, support change, and ensure the maintenance of productive processes.
    • Support other accounting functions and related needs, as necessary.
    • Perform all responsibilities in alignment with Travel Oregon's stewardship lenses, community agreements, and commitment to fostering diversity, equity, and inclusion.
    EDUCATION, EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITIES

    Qualifications


    • A bachelor's degree in accounting -OR- any combination of education/coursework/training and work experience necessary to meet position requirements.
    • A minimum of five (5) years of progressive experience in accounting with experience in double-entry bookkeeping, A/P and A/R, payroll, contracts, and purchase orders/sales orders.
    • Experience providing day-to-day oversight of the work of junior staff.
    • Strong knowledge of generally accepted accounting principles (GAAP) and financial reporting standards.
    • Experience with accounting software with high proficiency in Excel.
    Success Attributes


    • Skill in reviewing fiscal transactions to ensure conformity with policy and to locate errors in accounting records.
    • Experience with QuickBooks or similar software.
    • Demonstrated understanding of financial statements with the ability to analyze and interpret the information presented in balance sheets, income statements, and cash flow statements to assess an organization's financial health, performance, and trends.
    • Detail-oriented with a high degree of accuracy and integrity.
    • Excellent analytical, problem-solving, and communication skills.
    • Experience in the tourism industry or government sector.
    • CPA, CMA OR CGFM designation.
    • Understanding of Governmental Accounting Standards Board (GASB)

    As a semi-independent state agency, we feel strongly about cultivating and nurturing strong relationships, both across our workforce and with our many partners and stakeholders throughout the state.

    To support that aim, our employees working in roles designated as hybrid or remote must reside in Oregon. This position is designated as hybrid. The majority of essential functions are performed at an alternate workplace, as well as the central or temporary workplace. Business needs may require the employee to come into a designated workplace on a periodic basis.


    While performing the duties of this job, the employee is regularly required to maintain a stationary position for long periods of time (sitting or standing); communicate with employees, partners, and stakeholders; and use electronic devices to communicate, develop work products, and carry out responsibilities.

    When working at the physical office, the employee is required to move inside the office to attend meetings, access items, and use equipment, and occasionally move or transport items up to 10 pounds.

    Rarely, the employee is required to move or transport items over 20 pounds.

    Occasional travel, including overnight travel, approximately one to two times per year, is required for this position.

    STARTING COMPENSATION & BENEFITS


    Starting Salary Range:
    $85,450-$102,550


    • Accrual of 15 days paid vacation plus 3 days personal business leave and 12 days paid sick leave; 11 paid holidays, 3 days paid volunteer leave, and available paid bereavement leave. 100% of health care premiums for core benefits (medical/dental/vision) for employee and family are paid by Travel Oregon.
    • Optional health care and dependent care flexible spending accounts (FSAs).
    • After six full months of employment, participation in the Public Employees Retirement System (PERS), including generous Travel Oregon contributions with no employee match required; optional participation in a 403(b) account (Oregon Savings Growth Plan) is also available.
