    Description

    Summary

    As an Investigative Analyst, administers and coordinates the Vessel-Operating Common Carrier, Non-Vessel-Operating Common Carrier and Ocean Freight Fowarding Review Audit Program and the Ocean Transportation Intermediaries (OTI) Compliance Program; administers the internal review process for noncompliant OTIs; conducts preliminary review of requests for enforcement action; and provides research and analytical assistance for cases under the Shipping Act of 1984 and other statutes.

    Ideal Candidate: The ideal candidate has experience administering and coordinating international ocean documentation relating to Ocean Transportation Intermediary transactions (.: a customs broker, direct importer or exporter, They have strong analytical skills and experience performing reviews and investigations to ensure compliance with program initiatives, particularly with the shipping industry. They also have the ability to administer and coordinate auditing programs that impact the mission of an organization or business, as related to the shipping industry.

    The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    As an Investigative Analyst you will:
  • Analyzing and evaluating licensing, certification and/or maritime transportation business practices and procedures to determine suspected violations of the Shipping Act and related statutes and regulations.
  • Serves as coordinator the Non-Vessel-Operating Common Carrier (NVOCC) - Ocean Freight Forwarding (OFF) Review Audit Program and facilitates the efficient and effective management of the program.
  • Designs and issues audit questionnaires under the Vessel-Operating Common Carrier (VOCC) Review Audit Program, NVOCC - OFF Review Audit Program.
  • Prepares correspondence and internal documents for Bureau of Enforcement, Investigations, and Compliance (BEIC) management, Office of Transportation Intermediaries, or other government agencies to assist with substantive segments of more complex cases regarding audit reviews of VOCCs, NVOCCs and OFFs.
  • Responds to inquiries initiated by regulated VOCCs, OTIs and tariff publishers requesting assistance with tariff publishing obligations, bonding requirements, pertinent FMC regulations, VOCC and OTI status and/or adherence to compliance guidelines.
  • Reviews and evaluates Regulated Persons Index database, FMC-1, and FMC-18 information in investigative files.
  • Applies knowledge of computer programs, databases, both general and legal (Lexis, Westlaw, and affiliated databases), and online in support of individual and Bureau research activities, including Customs' ACE/ACS/AMS/ABI trade databases, Accurint, EDGAR, and others.
