    Compensation: $140,000 - $200,000 plus excellent benefits *** This position is 5 days in-office in DTLA*** ORGANIZATIONAL BACKGROUND PACE is local community nonprofit organization founded in 1976 to provide job training and placement services for the Asian Pacific Islander communities in Los Angeles. PACE has since expanded into a variety of service areas, all tailored to meet the growing and changing needs of the multi-ethnic communities in Los Angeles County. Now, in addition to job training and employment services, significant PACE programs encompass: Business Development; Early Childhood Education (Head Start); Financial Education and Asset Building; Housing and Rehabilitation Services; Weatherization and Energy-conservation programs; and Affordable Housing Development. PACE serves more than 40,000 people each year with our wide scope of services with approximately 350+ staff. PACE is recognized as a leader in addressing problems of poverty and economic inequity in ethnic minority communities and has a reputation of being responsive to community needs and is known for creating innovative solutions to the myriad of challenges faced by our clients. POSITION DESCRIPTION PACE is seeking a highly experienced and motivated Director to join and lead the PACE Business Development Center (BDC). The Director will oversee and guide all aspects of the PACE BDC. This includes but not limited to administration, coordindation, planning, budgeting, organizing, staffing, leading, procurement, reporting and controlling program activities. The Business Development Center (BDC) provides business training, technical assistance, 1:1 counseling and access to capital to small business owners and entrepreneurs. In addition to being an SBA Microloan Intermediary and a Community Advantage lender, PACE is a COIN certified Community Development Financial Institution (CDFI), Community Development Entity (CDE) and an official CalCAP Lender. PACE BDC also houses an award-winning Women's Business Center and operates 2 of 9 Business Source Centers within the City of Los Angeles and the LA Minority Business Development Agency (MBDA) Business Center. The Program Director will be a part of the PACE leadership team and play an pivotal role in leading and advancing the program's initiatives and success. The Director will develop and foster long term partnerships with other community partners, and public/ private funders to further advance the organization and program's goals and mission. DUTIES AND REPSONSIBILITIES Plan the Program:
    • Plan the delivery of the overall program and its activities in accordance with the mission and the goals of the organization.
    • Develop new initiatives to support the strategies
    • Develop and implement long-term goals and objectives to achieve the successful outcome of the program
    • Develop an annual budget and operating plan to support the program
    • Develop a program evaluation framework to assess the strength of the program and to identify areas for improvement
    • Develop funding proposals for the program to ensure the continuous delivery of services
    Organize the Program:
    • Ensure that program activities operate within the policies and procedures of the organization and funding requirements
    • Ensure that program activities comply with all relevant legislations and professional standards
    • Develop forms and records to document program activities
    • Oversee the collection and maintenance of records on the clients of the program for statically purposes according to the confidentiality/privacy policy of the organization
    • Determine staff structure for program
    • Ensure adequate staff is in place to support the operation needs
    • Implement policies, procedures and practices of the organization
    • Ensure that personnel files for the program are properly maintained and kept confidential
    Lead the Program:
    • Ensure all staff members receive orientation and appropriate training in accordance with organizational and funding standards
    • Supervise program staff by providing direction, input and feedback
    • Communicate with clients and other stakeholders to gain community support for the program and to solicit input to improve the program
    • Liaise with other managers to ensure the effective and efficient program delivery
    • Oversee/Coordinate the delivery of services among different program activities to increase effectives and efficiency
    Control the Program:
    • Write reports on the program for executive management and funders
    • Communicate with funders as outlined in funding agreements
    • Ensure that the program operate within the approved budget
    • Closely collaborate with Fiscal Officer to Monitor and approve all budgeted program expenditures
    • Monitor cash flow projections and report actual cash flow and variance to executive management on a regular basis (monthly/bimonthly)
    • Manage all project funds according to established accounting policies and procedures
    • Ensure that all financial records for the program are up to date
    • Ensure that all financial reports and supporting documentation for funders are prepared as outlined in funding agreements
    • Provide required information to have invoices generated and submitted to funders according to the established timelines
    • Identify and evaluate the risks associated with program activities and take appropriate action to control the risks
    • Monitor the program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework
    • Report evaluation findings to executive management and recommend changes to enhance the program, as appropriate
    Responsibilities to the Organization:
    • In collaboration with the COO, the Director will set the program's strategic agenda to achieve and exceed its programmatic goals.
    • As a member of PACE's Senior Level Management Team, the Director is also responsible for furthering the mission and vision of PACE and identifying strategic alliances and partnerships that will extend the organization's brand in the community and increase avenues of support.
    • Represent the organization in events, conferences, internal /external engagements, etc.
    • Ensure adherence to legal rules and guidelines
    QUALIFICATIONS Education
    • Bachelor's degree in Business Administration, Finance, Accounting or related field required, advanced degree such as Master's Degree /MBA strongly preferred.
    Knowledge, Skills and Abilities
    • Demonstrated knowledge and experience in program management
    • Minimum ten (10) years of experience in a supervisory position
    • Minimum five (5) years experience working with executive leadership positions
    • Experience and knowledge of client groups and/or issues related to program areas
    • Ability to make a well informed decisions
    • Proficiency in technology and use of computers and applications such as Microsoft suite, email, internet, project management
    • Skills in finance or accounting required

    • Lead: Positively influence internal and external stakeholders to achieve results that are in the best interest of the organization
    • Make Decisions: Assess situations to determine the importance, urgency and risks, and make informed and timely decisions based on analysis of relevant information in the best interest of the organization.
    • Organize: Employ strong organizational skills to set priorities, establish work schedules, monitor progress towards goals, and track/manage data and activities
    • Plan: Determine strategies to move the organization forward, set goals, create and implement actions plans, and evaluate the process and results.
    • Solve Problems: Assess problem situations to identify causes, gather and process relevant information, propose and implement possible solutions to address identified problems
    OTHER REQUIREMENTS
    • Must pass pre-employment physical exam that includes drug and alcohol screening
    • Must pass employment verification/reference check
    • Must have the use of an automobile with adequate insurance coverage and a valid Driver's License, or have reliable transportation
