    The Arkansas Natural Heritage Commission (ANHC) Habitat Coordinator / Project Manager is an essential member of the team working to preserve Arkansass biological diversity and natural heritage through research, conservation, restoration, and outreach. This position oversees and coordinates agency projects focused on habitat restoration work including ecological thinning, invasive species removal, and prescribed fire management for the State System of Natural Areas (System). This position is based out of Little Rock but spends much of their time in the field within the 74,000 acres comprising 79 natural areas spread across all eco-regions of the state.     Job Duties: Develops program goals and objectives to best serve management needs for the System, effectively uses available program resources, and accommodates administrative mandates. Researches the best approaches to ecological management and public use facility development and seeks input from agency staff concerning methods of approach. Establishes priorities and budget requirements for land management activities in the System. Collaborates with ANHC staff and other subject experts to develop lists of habitat management and related work to be completed by vendors. Works with procurement staff to process paperwork for contracts and purchase orders for such work. Coordinates and oversees contracted work. Uses project management methodologies to schedule, monitor, and evaluate effectiveness of activities implemented by staff and contracted services. Develops partnerships with other government agencies, non-profit organizations, constituency groups, and corporations. Works with ANHCs grants coordinator to find grant sources, write grant applications, and monitor grant contracts. Presents information and provides recommendations with regard to the Stewardship Program and cooperative agreements to the agency's appointed commission members at regularly scheduled and special meetings. Responds to requests for information regarding natural area management from both within and outside the agency. Assists with agency environmental review of proposed development potentially affecting any part of the System. Organizes and attends volunteer events on natural areas that enhance our land management program. Attends workshops and meetings to stay abreast of trends in applicable areas. Performs related responsibilities as required or assigned.

    Applicants must meet or exceed the following qualifications: The formal education equivalent of a bachelors degree in public administration, business administration, the program field or related field; plus three years of experience in a specific program related field, including one year in a leadership or supervisory capacity.

    Preferred qualifications: The formal education equivalent of a bachelor's degree in Natural Resource Management, Biology, Forestry, Wildlife, Ecology, Environmental Science, or a related field plus three years of experience in planning, research, land management, or a related field obtained through pursuit of a masters degree or PhD, professional experience, or some combination thereof. Professional experience conducting land management activities, including complex ecological restoration projects, native plant restoration, exotic plant and animal management, prescribed fire, and public use facility construction and management. Professional knowledge of ecological principles and the flora, fauna, and physical environment of Arkansas. Experienced in the current trends and practices in conservation, land management, public use management, and natural resource preservation. Professional experience in project management and coordination, working with a team, developing implementation plans, collecting and analyzing data, writing reports and publications, grant writing, supervising staff, public speaking, and using geographic information systems and global positioning systems.

    Special Requirements: Required occasional overnight travel, both in- and out-of-state. Ability to traverse rugged outdoor terrain. Ability to interpret maps due to remote locations of the natural areas. Occasional work other than normal office hours. A valid Arkansas drivers license is required. A pre-employment criminal background check is required. Position is subject to drug screening.

    Summary

    The Department of Arkansas Heritage Program Manager is responsible for providing technical assistance and developing, implementing, monitoring, and promoting various agency programs. This position is governed by state and federal laws and agency/institution policy.

    Functions

    Supervises a small to medium staff by interviewing, recommending for hire, training and/or providing training, making work assignments, and evaluating the performance of incumbents. May recruit, train, and coordinate volunteers. Develops, coordinates, implements, and evaluates programs including the development of program objectives, program materials, and methods of administration. Provides detailed analysis of program requirements and services to agency personnel and the general public. Conducts, organizes, and participates in special events and seminars promoting agency programs and community participation. Provides technical assistance and information in program area, coordinates fundraising activities, develops marketing ideas, conducts research, prepares grant applications, serves on various committees, and represents the agency at public events and/or with other agencies inside the department and outside organizations. Serves as liaison with other professionals. Performs administrative duties including preparing annual budget proposals, monitoring expenditures, developing long-range plans, and maintaining resource data. Disseminates information and written reports, conducts oral presentations, and writes articles as needed. May coordinate the acquisition and management of public property. Performs other duties as assigned.

    Minimum Qualifications

    The formal education equivalent of a bachelor's degree in public administration, business administration, the program field, or related field; plus three years of experience in a specific program related field, including one year in a leadership or supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
