    Homeownership and Below Market Rate Program Specialist - The Mayor's Office of Housing and Community Development administers a variety of down payment assistance loan and Below Market Rate homeownership programs to help low to moderate-income households purchase their first home in San Francisco. The Mayor's Office of Housing and Community Development is looking for an experienced mortgage industry professional to join its team.

    Job Description

    The Community Development Specialist assists with the daily administration of the Below Market Rate homeownership program and various types of down payment assistance loans and other programs to support homeownership for low to moderate income families. The position is responsible for processing program transactions including but not limited to application intake, processing, data validation, and underwriting to determine compliance and eligibility with program requirements and guidelines as well as the preparation of the necessary documents for transaction closings. Other duties include providing technical assistance to housing counseling agencies, lenders, realtors and other community partners by explaining decisions and responding to program inquiries from various groups, organizations and individuals. The Community Development Specialist also performs related duties as required.

    Qualifications

    1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

    2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

    3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR

    4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

    SUBSTITUTION:

    Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

    Desirable Qualifications:

    • Two years' experience in mortgage underwriting and/or loan processing.
    • Knowledge of first-time homebuyer and homeowner program administration.
    • Knowledge with standard real estate practices and financing documents including purchase contracts, appraisals, title reports, credit reports, property insurance, inspection reports, tax returns, and other financial documents.
    • Experience with government sponsored down payment assistance programs and multi layered financing.
    • Capacity to undertake and prioritize various responsibilities.
    • Ability to efficiently execute instruction, work independently and meet deadlines.
    • Effectively interact with community organizations to help increase home buying among communities with the greatest need.
    • Proficiency in Microsoft Office, especially Excel.

    Eligible List/Score Report:
    A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

    The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.

    Selection Procedures - Supplemental Questionnaire Evaluation (100%)

    Candidates will be required to complete a supplemental questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas which may include but not limited to: knowledge of principles and practices of department specific programs including the goals and objectives of these programs; knowledge of activities of community agencies charged with carrying out the programs; knowledge of relevant Federal, State and Local Laws, procedures and regulations governing the department specific programs; ability to apply principles to define programs, collect data, establish facts, draw conclusions in order to make recommendations regarding the visibility or proposed project and program activities, and determine alternate or additional sources of funding for proposed project and program activities, and ability to prepare written information in a clear, concise and well-organized manner, using appropriate rules of grammar and composition when composing reports, correspondence, and other documents. A passing score must be achieved on the Supplemental Questionnaire Evaluation in order to be placed on the eligibility list according to the final score.
