    GENERAL DEFINITION OF WORK:

    The Program Manager for Safety and Security Coordinator provides coordination and leadership for the Office of Safety and Security by planning, managing, and facilitating program activities, and personnel of safety and security operations. This position provides leadership for sensitive, real-time incident and emergency response, serves as the point of contact for threat management, assessment, and response activities.

    This position exercises leadership to develop, implement, assess and revise security services and activities to implement and maintain safety and security programs. This position develops protocols and procedures for safe, structured, and supportive school environments. This role will work with the superintendent's cabinet, leadership team and senior management from schools and community organizations to ensure a comprehensive, well-coordinated network of practices and existing programs. This position will partner with relevant school and department staff, to maintain accountability and adherence to critical safety and security programs and practices throughout the school division.

    ESSENTIAL FUNCTIONS:
    • Designs, plans and coordinates program activities to support safety and security programs including threat management, drill compliance, and critical incident response. Maintains location accountability.
    • Communicates with building level principals and department heads regarding security needs at school-based events.
    • Conducts security and risk assessments that impact personnel, facilities and transportation resources. Draft reports and implement corrective action as needed.
    • Provides direction to district personnel in matters concerning the security of students and staff and those involving law violations and/or misuse of property.

    •Coordinates, consults, and trains school-based staff regarding school security systems.

    •Leads budget efforts for schools' and departments' safety and emergency response.

    •May respond to critical incidents, as needed.

    •Coordinates services provision between schools and emergency service providers.

    •Organizes security at commencement ceremonies, board meetings and other district events, as needed.
    • Coordinates and leads efforts to collaborate with the Department of Special Services, Child Protective Services, and law enforcement partners to support the research of threats to students, staff, and facilities and security related incidents.
    • Responds to school related requests for security assistance and responds to emergencies on school campuses when assistance is necessary.
    • Coordinates and leads efforts with county police, fire, and emergency responders as appropriate to remedy or respond to reported issues.
    • Partners with stakeholders in developing and writing operational response plans and standard operating procedures.
    • Develops, implements, and interprets policies and procedures and ensures that responsibilities assigned to security services are coordinated with the appropriate sections and departments.
    • Develops training and trains staff on safety and security initiatives.
    • Coordinates matters related to local, state, and federal regulations, policies, and mandates, with emphasis on school safety and security.
    • Facilitates meetings with community groups or employee associations.
    • Prepares and/or coordinates written and oral reports and analyses to identify and interpret trends or patterns in data sets that communicate key insights.
    • Represents the program, department, or the Division in negotiating or facilitating resolution regarding matters of significance.
    • Presents information and recommendations to the director and, occasionally, to senior management team, the School Board, or county executives.
    • Negotiates and/or manages grants, partnership agreements, and/or memoranda of understanding/agreements.
    • Evaluates the strengths, effectiveness, and challenges of current safety plans, policies, and procedures;
    • Performs or coordinates yearly trainings in emergency response for all district employees;
    • Partners with and influences building and site-level leaders;
    • Perform yearly safety audits in consultation with emergency service providers;
    • Plans and implements programs and activities to reduce school violence;
    • Responsible for the preparation and maintenance of school safety and emergency response plans and coordinates review/revision at least annually;
    • Researches and implements recommended changes in safety systems and operations based on current industry knowledge and results of school safety reviews;
    • Represents the district in public meetings where matters of safety and security are discussed;
    • Consults and coordinates with information technology, building services, and other departments to integrate shared programs into the Safety and Security program model.
    • Reviews security/surveillance camera footage to aid school administrators investigating school-based infractions or law enforcement investigating incidents related to students, staff and patrons;
    • Serves as a member of the school safety advisory committee and makes recommendations as needed for safe and orderly schools;
    • May lead school-based committees/task forces, responsible for improving the educational environment;
    • Serves as liaison for the school division with law enforcement authorities and local state and national organizations sponsoring safety and security programs.
    • Performs related duties as required or assigned.
    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of best practices in public safety, procedures, materials and methods of security and safety operations. Knowledge of applicable local, county, state regulations, laws, and policies concerning school security, including the criminal code of Virginia as it pertains to crimes against school property. Knowledge of incident command structure. Knowledge of supportive technology, such as surveillance cameras, security and fire alarm systems, and radio communications. Proficiency in the use of technology and data compilation, analysis, and reporting. Ability to exercise independent thought, sound judgment, and initiative in stressful situations. Ability to effectively lead teams in multiple projects. Ability to facilitate meetings and/or present information to groups. Ability to develop written procedures and operational response plans. Ability to work collaboratively with public safety agencies in response to emergency incidents. Ability to develop and maintain effective working relationships throughout the school division and with the public. Ability to manage complex projects with multiple components, excellent verbal and written communication skills, strong organizational skills; ability to work with a diverse population and promotes cultural understanding and competency and an organizational climate of equity and inclusion. Ability to prepare reports and to present and interpret statistical data in clear and concise form. Ability to use various software packages including word processing, presentation, spreadsheet programs and database programs.

    EDUCATION AND EXPERIENCE:

    Any combination of education and experience equivalent to a bachelor's degree, preferably in criminal justice, homeland security, public administration, or security related fields, in addition to three years of administratively complex experience in program coordination, management, and/or oversite. Preferred supervision experience, and/or three years of police or security experience.

    PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:

    Work is typically performed in an office and field or school setting. Frequent operation of computers and office equipment is required. Occasional walking and running, light lifting, up to 40 pounds, and other limited physical activities are required. Frequent travel to school sites throughout the county and city is required. Attendance at meetings outside the normal duty hours is occasionally required. There is regular involvement with professional partners, evaluators, school principals, administrators, staff, and community members. Frequent need to motivate, establish rapport, gain support, persuade or influence individuals and groups.

    EVALUATION:

    Performance will be evaluated on the ability and effectiveness in carrying out the above responsibilities.
